No confidential or sensitive government information were compromised following the reported defacement of the official website of the House of Representatives, the Department of Information and Communications Technology (DICT) said.
In a statement issued Sunday, June 14, the agency said it became aware of the reported defacement of the House website (congress.gov.ph) late Saturday afternoon, June 13.
Upon receiving notice of the incident, the DICT, through its National Computer Emergency Response Team (NCERT), immediately coordinated with the House of Representatives and activated incident response procedures.
Efforts are currently focused on containing the incident, restoring affected services, and determining the nature and extent of the unauthorized access, it said.
“Initial assessment indicates that, at present, no confidential or sensitive government information has been compromised. The affected pages primarily contain publicly available information. This assessment remains preliminary and is subject to the findings of the ongoing technical investigation,” the DICT said.
The agency said it is continuing its technical investigation to determine the circumstances surrounding the incident.
“The DICT is coordinating with the House of Representatives and relevant law enforcement agencies to investigate the incident, support the restoration of affected systems and services, and strengthen security measures to prevent similar incidents in the future,” it said.
The department noted that website defacement is a violation of the Cybercrime Prevention Act of 2012, or Republic Act No. 10175.
“Website defacement constitutes a violation of the Cybercrime Prevention Act of 2012 (Republic Act No. 10175), and those found responsible will be held accountable in accordance with the law,” it added.
The agency reiterated its commitment to protecting the country’s digital infrastructure and said additional information will be released once verified findings become available.
“The DICT remains committed to safeguarding the country’s critical information infrastructure. Further updates will be provided as warranted by verified findings,” it said.
On June 11, the Senate website was also defaced, with the DICT’s initial assessment indicating that the incident was limited to the website’s public-facing pages and that there was no indication that sensitive or confidential data had been compromised.
