Cainta mayor cracks down on unauthorized road excavations

Cainta, Rizal Mayor Keith Nieto has ordered utility companies to secure local government permits before excavating public roads, citing drainage blockages and flooding caused by unauthorized digging.
The directive came after Nieto encountered Manila Water’s excavation work along Ricarte Street on Friday, June 12, where workers failed to present a permit. He had them brought to the police station for the filing of charges and ordered the impoundment of their truck.
Nieto stressed that uncoordinated infrastructure projects damage the town’s drainage network.
“Notice sa mga utility companies tulad ng PLDT, Cable Systems, MWC, at Meralco, ulitin ko lang ang panuntunan ng Cainta sa inyong mga projects. H'wag kayong magbabasag ng mga kalyeng publiko ng hindi kumukuha ng permit sa munisipyo (Notice to utility companies such as PLDT, Cable Systems, MWC, and Meralco, I will just say again the rules in Cainta for your projects. Do not break public roads without securing a permit from the municipal hall),” Nieto said.
The mayor stressed that securing a permit first allows the municipality to monitor what project will be done and determine whether it may obstruct waterways and canals, which often happens when proper approval is not sought.
He stated that he also observed several Meralco poles installed through canals in the area, causing blockages and preventing proper water flow.
“Isipin niyo, nagkaroon ng poste sa gitna ng drainage! (Imagine, a pole placed in the middle of a drainage system!)," he said, adding that the improper restoration of cement on roads after excavation often leads to the deterioration of local projects.
“Ilang linya ng tubig na rin ang nakita kong nililusot sa mga canal natin at dun pinadadaan para di na sila maghukay. Ang siste, dun sumasabit lahat ng mga plastic at basura na nagiging dahilan ng pagbaha sa atin (I have also seen several water lines being routed through our canals so they no longer have to dig. The problem is that all the plastic and trash get caught there, which causes flooding in our area),” Nieto continued.
"They are messing up the system I am fixing," he emphasized.
He also urged them to cooperate so they would not have to take legal action.
