Fifty-six young Filipinos were formally commissioned as BAGANI Fellows by the Development Academy of the Philippines (DAP) during the “PAGSIBOL: The Commissioning of the First BAGANI Fellows” ceremony held in Quezon City on Saturday, June 13.
The commissioning marked the launch of the BAGANI: Rising Leaders Development Program (RLDP), a nationwide youth leadership initiative designed to develop a new generation of principled, innovative, and service-oriented Filipino leaders for public service and nation-building.
Anchored on the DAP’s mandate as the government’s premier institution for public sector productivity, innovation, and human resource development, BAGANI seeks to address gaps in leadership formation among young Filipinos by providing structured pathways for training, mentorship, and governance exposure.
DAP Acting President and Chief Executive Officer Leocadio S. Sebastian said the program is a long-term investment in building a leadership pipeline grounded in integrity, civic responsibility, and public value creation.
He added that BAGANI is designed to equip young Filipinos with practical skills and real-world exposure to governance challenges, strengthening both national and local leadership development.
Senator Joseph Victor “JV” G. Ejercito, a supporter of the program, expressed confidence that BAGANI will help empower young leaders to actively contribute to governance reforms, community development, and broader nation-building efforts.

The program features two components: the Open Learning Track, which will reach more than 2,000 youth leaders nationwide through hybrid learning via the LAKBAYANI platform, and the BAGANI Fellowship, an intensive program for selected participants.
Fellows undergo advanced training, mentorship, simulations, and collaborative learning, including the development of “Catalyst Projects” aimed at addressing institutional and community-level challenges.
DAP said outstanding fellows may also be given opportunities for international immersion through partner institutions abroad.
Support for the initiative has been expressed by local governments, universities, and development stakeholders across Cebu, Baguio, Ilocos Norte, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), highlighting its role in strengthening ethical governance and youth participation in public service.
DAP said BAGANI reflects its continuing commitment to developing future-ready Filipino leaders who will advance good governance, innovation, and sustainable nation-building.
