Road safety deserves more attention

Road safety often captures public attention only after a tragic crash makes headlines. For a few days, there is outrage, finger-pointing, and calls for stricter enforcement. Then attention shifts elsewhere until the next tragedy occurs.
Yet road safety is not a problem that can be addressed only after accidents happen. It requires continuous effort, long-term planning, and sustained commitment from government, industry, schools, communities, and road users themselves.
This was the message that emerged from the recent Philippine National Road Safety Summit organized by the Department of Transportation (DOTr), which brought together government agencies, local government units, road safety advocates, transport stakeholders, and private-sector organizations committed to reducing road crashes and fatalities.
The summit highlighted the country’s continuing commitment to the Philippine Road Safety Action Plan (PRSAP), the national roadmap for improving road safety and reducing deaths and injuries on Philippine roads.
The effort forms part of a larger global campaign. To address road safety, the United Nations declared the Decade of Action for Road Safety 2021-2030, which seeks to reduce road traffic deaths and injuries by at least 50 percent. The initiative is built around five pillars: road safety management, safer roads and mobility, safer vehicles, safer road users, and effective post-crash response.
These pillars recognize an important reality: road safety is not simply about driver behavior. It is the result of how well governments design roads, regulate vehicles, educate road users, enforce laws, and respond to emergencies.
At the forum, government agencies presented programs aligned with the PRSAP.
The DOTr outlined efforts to improve active transport infrastructure, including the development of Class 1 protected bicycle lanes with physical separators between cyclists and motor vehicles. Such facilities provide safer spaces for cyclists and encourage more people to use bicycles as a practical mode of transportation.
The Land Transportation Office (LTO) discussed initiatives aimed at strengthening compliance with road safety standards through stricter driver licensing procedures, stronger enforcement of traffic laws, and more rigorous inspections to ensure the roadworthiness of vehicles operating on public roads.
The private sector likewise demonstrated its commitment to safer roads.
Representatives of the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) presented the organization’s Road Safety for Children Teaching Module, which was launched last month during a workshop for public school teachers in Santa Cruz, Laguna. The module is scheduled for nationwide rollout beginning in July and will be distributed to schools as part of a broader effort to promote road safety education among young learners.
The initiative recognizes an often-overlooked reality: safe road behavior is best learned early. Children who understand how to walk safely, cross streets properly, commute responsibly, and interact safely with traffic are more likely to become responsible road users as adults.
The Truck Manufacturers Association (TMA), meanwhile, presented initiatives focused on improving truck safety through driver training, vehicle maintenance programs, safety standards, and responsible fleet management. Given the size and weight of commercial trucks, ensuring their safe operation is critical to protecting all road users.
One recurring theme throughout the summit was the need to protect vulnerable road users.
According to the World Health Organization, pedestrians, cyclists, and riders of motorcycles and other two- and three-wheeled vehicles account for more than half of all road traffic fatalities worldwide.
For this reason, investments in sidewalks, pedestrian crossings, protected bicycle lanes, traffic-calming measures, and safer school zones should not be viewed as optional expenditures. They are essential life-saving infrastructure.
Still, one observation from the summit was difficult to ignore.
Road traffic crashes kill thousands every year and injure many more. Beyond the human suffering, they impose economic costs through lost productivity, medical expenses, property damage, and long-term disability.
Yet despite the magnitude of the problem, road safety still appears to struggle for attention among national priorities.
The summit itself lasted only half a day. While the presentations were informative and the discussions substantial, one could not help but wonder whether an issue that affects millions of road users every day deserves a larger platform and a longer national conversation.
Several messages from senior government officials were delivered through recorded video presentations, while some agencies were represented by undersecretaries and other officials rather than department heads. Their participation was appreciated, but it also reflected a broader reality: road safety has yet to command the same urgency often accorded to other national concerns.
Every road death represents not merely a statistic but a parent, a child, a sibling, a friend, or a co-worker whose life ended too soon. Every serious injury changes the future of an entire family.
if the government is serious about achieving the goals of the Philippine Road Safety Action Plan and the UN Decade of Action for Road Safety, then road safety must move beyond being an occasional topic for conferences and become a continuing national priority.
