DSWD includes anti-bullying topics in 4Ps family development sessions

As school year 2026–2027 begins, the Department of Social Welfare and Development (DSWD) said parents are being engaged in anti-bullying discussions under the Pantawid Pamilyang Pilipino Program (4Ps) to identify and prevent bullying among children.
DSWD Assistant Secretary Elaine Fallarcuna of the Conditional Cash Transfer Group said anti-bullying modules are included in the Family Development Sessions (FDS) attended by 4Ps beneficiaries nationwide.
“As the national government’s flagship anti-poverty program, the 4Ps has consistently conducted family development sessions to help strengthen the parenting skills and child-rearing capacity of 4Ps parent-beneficiaries. Through these sessions, we are helping them to become more understanding and conscious of the emotional and mental needs of their children,” Fallarcuna said on Thursday, June 11.
Beneficiaries are required to attend monthly family development sessions as part of the conditionalities of 4Ps.
Fallarcuna said the bullying modules help parents identify the causes and different forms of bullying while promoting open communication within families.
She added that the modules also provide guidance on coping strategies, early detection, and measures to prevent bullying.
“FDS modules on anti-bullying center on identifying the root causes and various forms of bullying, while also guiding parents on effective coping strategies, early detection, and prevention measures,” she said.
DSWD said strengthening parental involvement is a key component of efforts to address bullying, as parents are often among the first to notice changes in a child's behavior.
The 4Ps, launched in 2008 and institutionalized through Republic Act No. 11310 or the 4Ps Act of 2019, is the government's flagship poverty reduction program that provides conditional cash grants to eligible low-income households while promoting investments in children's health and education.
