DHSUD OKs housing loan moratorium, activates shelter clusters in quake-hit areas of Mindanao

The Department of Human Settlements and Urban Development (DHSUD) has approved a moratorium on housing amortization payments in areas affected by the magnitude 7.8 earthquake that struck parts of Mindanao on Monday morning, June 8.
DHSUD Secretary Jose Ramon Aliling said he already ordered the Pag-IBIG Fund, National Housing Authority (NHA), Social Housing Finance Corporation (SHFC), and National Home Mortgage Finance Corporation (NHMFC) to undertake the necessary steps for the imposition of a moratorium on housing loan amortization for qualified affected beneficiaries.
“The respective guidelines of each of the key shelter agencies on the implementation of the moratorium and its coverage will be announced soon,” said Aliling.
Almost 40 people died while more than 200 people were injured as a result of the earthquake which severely affected several parts of Central Mindanao and some parts of Davao region.
Thousands of families were either displaced or affected after the strong tremor damaged structures that include houses.
The NHMFC extended its ongoing housing loan moratorium program by an additional three months or until October 2026 for qualified borrowers affected by the earthquake, allowing the temporary deferment of monthly amortization payments without penalties, surcharges, or interest.
Pag-IBIG Fund further advised housing loan borrowers in affected areas that they may avail themselves of insurance benefits under the Pag-IBIG Housing Loan Non-Life Insurance Claim attached to their loans.
Eligible members whose homes sustained earthquake-related damage may file insurance claims to help cover repair and rehabilitation costs.
Aside from the moratorium on housing amortization, Pag-IBIG Fund and NHA immediately deployed teams to provide immediate assistance to quake victims.
Two Pag-IBIG on Wheels Mobile Branch were sent to General Santos City and Dipolog City to assist affected members, while the NHA teams were dispatched to conduct ground assessment for the processing of emergency shelter assistance.
Shelter clusters
As many families were displaced, Aliling directed the DHSUD regional offices to activate their shelter clusters to ensure preparedness and facilitate the immediate delivery of shelter-related interventions should the situation warrant further response measures.
The activation covers close coordination with local government units, the Office of Civil Defense (OCD), the National Disaster Risk Reduction and Management Council (NDRRMC), and other agencies to assess damages to houses and identify families requiring immediate shelter assistance.
Aliling also directed the DHSUD Regional Office 12 to conduct rapid ground assessment of affected communities, particularly in areas placed under the state of calamity.
