Klub Don Juan de Manila (KDJM) has filed a formal protest with the Philippine Racing Commission (PHILRACOM) regarding the upcoming 2nd Leg of the 2026 PHILRACOM-PCSO Triple Crown Stakes Race, scheduled for Sunday, June 14.
In a letter to PHILRACOM Chairman Hon. Aurelio P. De Leon , KDJM raised concerns over the race's shrinking field size. The organization warns that proceeding with too few horses violates regulations and will cause severe financial damage to the industry.
KDJM outlined three critical issues, namely, Regulatory Violation: Rule PR 58-E requires a minimum of five participating entries for stakes races. Running the race with fewer starters directly violates PHILRACOM’s own rules; Loss of Betting and Prize Money: If the field drops below five horses, the race must become a non-wagering exhibition. This removes the race from public betting and strips winning owners of their prize money; and Impact on Public Revenue: A depleted field destroys the betting pool. This eliminates guaranteed public revenues and statutory funding allocations, including the 10% withholding tax on winnings and the 0.5% commissions for PHILRACOM and the Games and Amusements Board (GAB).
"To preserve the prestige of the Triple Crown Series and safeguard public wagering revenues, the Board must ensure strict compliance with field minimums," said Ryan B. Ponce, President of KDJM.
KDJM demands that PHILRACOM immediately review the entry list and either postpone the event or take administrative action to ensure the race meets legal field requirements.
