'Ugaling basura': Palace slams trash dumping outside DENR office in Davao City

Malacañang says the incident is a blatant disrespect of law

Malacañang has condemned the trash-dumping incident outside the office of the Department of Environment and Natural Resources (DENR) in Davao City, calling it a "blatant disrespect of law."
Palace Press Officer and Communications Undersecretary Claire Castro even called it "trash behavior."
Castro stressed that aside from the potential health risks it poses to the public, the act violates environmental laws.
"Ang tahasang pagpapakita ng kawalan ng galang sa batas, proseso at rule of law ang siyang dapat na ituring na ugaling basura (The blatant disrespect of the law, due process, and the rule of law is what should truly be considered 'trash behavior')," Castro said in a Palace briefing on Monday, June 8.
"Ito ang dapat itapon ng mga abusadong lider na, imbes na sumunod sa proseso para sa kapakanan ng komunidad, ay maninisi pa sa mahigpit na pagpapatupad ng mga panuntunan. Tandaan: Ang proseso ay pinapatupad para sa kaligtasan ng nakakarami (This is what abusive leaders should discard, leaders who, instead of following established procedures for the welfare of the community, choose to blame the strict enforcement of regulations. Remember: procedures are enforced for the safety and well-being of the greater public)," Castro added.
The Palace official also pointed out that the garbage dumping is "a distraction from the ongoing efforts to ensure public safety following the trash slide that occurred at the Davao City Sanitary Landfill on May 20.
"Ang iligal na pagtatambak ng basura ay hindi lamang iresponsable, malinaw na isa itong aksyon na hindi dapat pamarisan ng mga ibang LGU ng bansa. Kinukondena ito at hindi pinapalakpakan (The illegal dumping of garbage is not only irresponsible but also an action that should not be emulated by other local government units across the country. It deserves condemnation, not applause)," Castro said.
She echoed the call to local government units (LGUs) to do their jobs and address issues at their landfills to improve waste management.
"Para sa mga LGU, linisin ninyo ang inyong mga bakuran, magtrabaho kayo para sa inyong bayan. Huwag pamarisan ang mga maling gawain na ikapapahamak ng taumbayan (To all LGUs: clean up your own backyards and work for the good of your communities. Do not imitate wrongful practices that endanger the public)," the Palace mouthpiece said.
The Palace official's remarks came after the Environmental Management Bureau (EMB) strongly condemned the dumping of garbage in front of the DENR office in Davao City on June 6.
