Advanced flood forecasting and early warning systems will be installed in various areas of Taguig City to strengthen emergency response operations.
The city government and the Department of Science and Technology–Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA) signed a memorandum of agreement for the installation of specialized equipment.
Taguig Mayor Lani Cayetano and DOST-PAGASA Administrator Dr. Nathaniel Servando signed the agreement for the Development of a Flood Forecasting and Early Warning System for the Greater Metro Manila and Laguna Lake Complex for Disaster Mitigation.
DOST-PAGASA, in collaboration with the Korea International Cooperation Agency (KOICA), will support the installation of advanced flood forecasting and early warning systems, while enhancing hydrometeorological monitoring capabilities in Taguig.
This includes the operation and maintenance of hydrological monitoring equipment such as automatic rainfall gauges, water level sensors, flow meters, and warning posts that will provide real-time data on weather conditions and water levels in strategic areas of the city.
DOST-PAGASA will provide technical oversight, monitoring protocols, and scientific guidance for the system.

Meanwhile, the city government will facilitate site access, logistical support, local coordination, and community information and education activities related to flood preparedness and early warning.
The project aims to strengthen the city government’s flood forecasting and early warning capabilities by delivering timely and accurate information on rainfall patterns, river conditions, and rising water levels.
The Taguig City Council approved Resolution No. 693, which recognizes the need for advanced flood monitoring and forecasting technologies to address the increasing risks posed by extreme weather events and climate change.
“This signing is especially timely as we enter the Habagat season. We all know that due to climate change, weather patterns have become increasingly unpredictable, and the effects of heavy rainfall can be felt almost immediately in many urban communities,” said Cayetano.
Servando emphasized that early warning systems ultimately depend on trust, saying: “Communities must trust the warnings they receive. Local governments must trust the science behind the forecast. And institutions must trust one another to work together before disasters happen. Today, we strengthen that trust.”
