NBI probes allegation 18 ex-soldiers paid P5M to testify, hold presscons on flood control

It was the 18 former soldiers who received millions of money in exchange for their statements implicating several personalities to the flood control scandal.
That is according to National Bureau of Investigation (NBI) director Melvin Matibag who said that the P5 million paid to the former soldiers came from former congressman Mike Defensor.
“We reopened the investigation because there was an individual who is close to one of 18 Marines and knows what is happening with these 18 Marines. There was an allegation that money was paid,” said Matibag in a press briefing.
He said the first statement was given on April 28 and another one was given on May 6.
“And former congressman Mike Defensor was named as the one who offered the amount of P 5 million to be witnesses, to go out and hold press conferences,” said Matibag.
He said they have a recorded and written statement of the witness whom he described as credible as the latter has been living with one of the 18 former soldiers.
The witness, according to Matibag, is a partner of a child of one of the 18 Marines.
As such, Matibag said he already issued a subpoena to one of the 18 Marines as well as to Defensor in connection with the allegation raised by the witness.
The NBI earlier summoned the 18 former soldiers as part of the investigation into the incident.
All of them already gave testimonies but Matibag disclosed that only five of them were able to sign as their lawyer, Levito Baligod, prevented the other 13 from signing the documents.
But Matibag said they already forwarded the reports to the Department of Justice and the Office of the Ombudsman.
The recent development of a witness who claimed that P5 million was paid to the former soldiers was what prompted the NBI to reopen the case.
In the press briefing, Matibag also played a video purportedly from a social media post showing an alleged negotiation for the payment to the former soldiers.
The 18 former soldiers were the resource persons in a flood control hearing which the new Senate majority declared as illegal since there was already a change of leadership in the Blue Ribbon Committee.
