It will also oversee compliance with regulatory requirements and push for stronger mitigation measures when necessary, especially in areas where reclamation projects may threaten existing ecosystems.
Bagatsing, who brings decades of government experience, is expected to lead efforts to balance development with environmental protection.
His appointment comes as Manila continues to face concerns over the environmental impact of reclamation, with stakeholders calling for stricter oversight to protect the city’s coastal and urban green areas.
