Speaker Dy touts 'new House', cites 1st regular session accomplishments

The House of Representatives has changed for the better, as far as Speaker Faustino "Bojie" Dy III is concerned.
Dy, Isabela's 6th district congressman, proudly made this declaration on Wednesday night, June 3 as the House of Representatives adjourned sine die the first regular session of the 20th Congress.
“Mga kababayan, ito po ang inyong bagong Kongreso (My countrymen, this is your new Congress)," Dy said in front of a packed plenary.
According to the Speaker, the 300-plus strong legislative chamber has emerged as a more focused, productive, and reform-oriented institution.
It can be recalled that Dy took over the reins as Speaker in September 2025, at a time when the House was everybody's favorite punching bag as a result of the flood control corruption scandal.
Nowadays, in the the bicameral Congress, the House's image isn't worse for wear.
In his sine die adjournment speech, the Speaker highlighted the chamber’s major legislative accomplishments and its renewed commitment to earning the trust of the Filipino people.
Addressing fellow lawmakers, House employees, and the public, Dy said the chamber remained united around a clear mission throughout the session despite the many challenges confronting the country.
“Mula sa unang araw ng sesyon, iisa ang ating naging direksyon: unahin ang interes ng sambayanang Pilipino. Pinili nating magtrabaho, magkaisa, at sama-sama nating isinulong ang kapakanan ng sambayanang Pilipino—ang pangunahing layunin ng ating kapulungan,” Dy said.
(From the first day of session, we had one direction: to put the interests of the Filipino people first. We chose to work, to unite, and together we advanced the welfare of the Filipino people—the primary goal of our chamber.)
As proof of the House’s legislative momentum, Dy said more than 160 measures have already been transmitted to the Senate, while half, or 26, of the 52 priority measures endorsed by the Legislative-Executive Development Advisory Council (LEDAC) have been approved on third and final reading, with more key proposals awaiting final approval and bicameral deliberations.
Among the measures cited by the Speaker were the proposed National Land Use Act, Digital Payments Act, Department of Water Resources bill, strengthening of the Pantawid Pamilyang Pilipino Program (4Ps), energy and education reforms, the KALINGA Act, Right to Information Act, Anti-Political Dynasty Act, Anti-Fake News and Disinformation Act, and measures aimed at protecting children from online abuse and exploitation.
He stressed that behind every bill passed by the chamber were millions of Filipinos hoping for a better future.
The Speaker said the House's accomplishments were the result of sustained work not only during plenary sessions but also through committee hearings, consultations, technical working groups, and legislative deliberations.
“Lahat po ng ito ay ginawa natin sa ngalan ng transparency and accountability sa ating mga kababayan (All of this we did in the name of transparency and accountability to our people). Trust is not demanded. It is earned.”
Concrete solutions needed
Dy likewise acknowledged that restoring public confidence in Congress remains a continuing challenge, as he emphasized that trust cannot be won through words alone.
“Hindi sapat ang mga pahayag, press conferences, o mga pangakong walang laman (Words, press conferences, or empty promises are not enough).
"We need to show concrete solutions in the form of laws that generate economic opportunities, strengthen our institutions, protect our most vulnerable sectors, and ultimately raise the quality of life of every Filipino family," he said.
The House chief says the reforms advanced by the chamber seek to make government services more efficient, strengthen institutions and improve opportunities for future generations.
“Because of the measures we have advanced, government services can become faster and more transparent; long-delayed political reforms will finally move forward; the Internet will be safer for our countrymen, especially our children; our institutions will become more responsive to the needs of the people; quality, accessible education will become a reality for our youth; and positive strides will be made toward building an economy that is not only dynamic and future-ready, but one that genuinely improves the lives of ordinary Filipinos,” Dy said.
Dy thanked Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos, Minority Leader 4Ps Party-list Rep. Marcelino Libanan, the deputy speakers, committee chairpersons and members of the House for their commitment and hard work throughout the first regular session.
“We have shown that our work does not end when we bang the gavel at the end of each plenary session. Ang trabaho ng House of Representatives ay nagpapatuloy sa ating mga committee hearings, consultations, technical working groups, deliberations, at ganoon din sa ating mga distrito," Dy said.

The House will reconvene on July 27 for the opening of the Second Regular Session of the 20th Congress, which will coincide with the 2026 State of the Nation Address (SONA) of President Marcos.
