Former Department of Public Works and Highways (DPWH) secretary Manuel Bonoan has been transferred to a private hospital to ensure that the needed health care is provided amid fears of his heart condition, an official of the Philippine National Police (PNP) said on Wednesday, June 3.
PNP spokesman Col. Allen Rae Co said Bonoan was transferred on Tuesday night to a private hospital for continued management and specialized care, adding that the latter was in stable condition when he was transferred.
“Our hospital (PNP General Hospital) is a level facility. We don’t have enough equipment for some specialized care and tests,” said Co in a press briefing.
Bonoan was taken to the PNP General Hospital when he surrendered to the PNP on Monday after his blood pressure shot up while undergoing booking procedures, a mandatory process before any person ordered arrested by a court is presented to the judge who issued the arrest warrant.
Bonoan is facing plunder and graft charges before the 5th Division of the Sandiganbayan which issued the arrest warrant.
He was taken via ambulance to the Sandiganbayan on Tuesday afternoon but had to be returned to PNP hospital due to his medical condition.
“However, later that day laboratory results showed elevated heart enzymes which raised concerns for a possible heart condition. He was therefore closely monitored and referred to a heart specialist for further evaluation,” Co said.
“In view of these findings and considering his age and underlying hypertension, the report states that he was transferred in stable condition on the evening of June 2, 2026 to a private hospital for continued management and specialized care,” he added.
He did not disclose the name of the hospital for security reason.
Co said Bonoan will still be secured by the PNP until he is cleared to be detained in a normal detention facility.
PNP chief Gen. Jose Melencio C. Nartatez, Jr., for his part, assured the public of full transparency and strict compliance with legal procedures in dealing with Bonoan.
“I have directed the PNP Health Service and the CIDG to maintain full transparency, enforce tight security, and ensure that no special treatment is extended. We are closely monitoring his health condition, and as soon as he is medically cleared, he will be turned over immediately to the proper judicial authorities,” said Nartatez.
Nartatez said the PNP Health Service was also directed to conduct and document an independent medical assessment of Bonoan's condition.
He also ordered the Criminal Investigation and Detection Group (CIDG) to maintain complete records of confinement, treatment, and all movements while the former official remains under police custody.
“The PNP said these measures are intended to demonstrate that all persons under its custody are subject to the same standards regardless of status or position while ensuring that necessary medical care is provided in accordance with established procedures,” said Nartatez.
