CEBU CITY – Regardless of gender identity or relationship status, partners can now make medical decisions in hospitals run by the Cebu provincial government.
This policy was formalized through an executive order (EO) signed by Gov. Pamela Baricuatro, establishing the Right to Care program.
The policy was introduced during the opening of Pride Month celebration at the Cebu Provincial Capitol last June 1.
Under the EO, individuals will be allowed to designate a trusted person who may accompany them in provincial and district hospitals, receive medical updates when authorized, act as emergency contacts, and take part in care discussions when permitted by the patient.
The policy also extends to assistance in social welfare services, emergency response coordination, and psychosocial support programs.
Baricuatro said the policy aims to promote inclusivity and dignity.
She said the policy also aims to ensure continuity of care in situations where formal legal recognition of relationships is absent.
“Every Cebuano deserves respect. Every Cebuano deserves dignity. And every Cebuano deserves to feel that they belong,” she said.
The governor added that “no resident is denied care, companionship, or assistance due to the absence of formal legal recognition.”
The establishing of the policy came as a province-wide calendar of events were organized by local government units and LGBTQIA+ groups.
Cebu’s first Grand Pride Parade is scheduled on June 27in Cebu City right after the Run with Pride on June 7.
The Big Pride Picnic is slated on June 14, featuring community discussions, performances, and cultural activities that bring together LGBTQIA+ groups and allies.
A cultural highlight will also be held through the “Hook Up the Musical” on June 13 in Cebu City while the Mister Gay Sugbo 2026 coronation night will be on June 26.
The culmination of the month-long celebration will be marked by the Mandaue City Pride March on June 28.
