Stricter internal discipline among Manila police officers is expected to translate into more consistent enforcement of laws and ordinances across the city, authorities said, as the Philippine National Police (PNP) sustains efforts to strengthen public trust under its current leadership.

The push comes amid rising confidence in PNP Chief Police General Jose Melencio C. Nartatez Jr., who recently earned high trust and performance ratings in a nationwide governance survey, reflecting growing public approval of the police force’s direction.

Police officials attributed the positive ratings to ongoing efforts to strengthen operational discipline, expand community policing, and reinforce accountability within the organization, measures that are now being felt at the local level.

In Manila, this approach is being reinforced through tighter internal accountability measures led by Manila Police District (MPD) Director Brig. Gen. Arnold C. Santiago.

Santiago has issued a stern warning against lazy, abusive, and corrupt personnel, stressing that discipline within the ranks is key to delivering effective policing on the ground.

Erring officers, he said, will face sanctions under the PNP’s “Integrity Monitoring and Morale and Welfare” program, in line with directives from Nartatez to uphold professionalism and accountability across all units.

During his regular inspections of police stations, Santiago personally reminded officers, from junior officials to patrolmen, to remain committed to their duties and uphold the highest standards of public service.

Station commanders were also directed to report personnel who are habitually absent or negligent, warning that disciplinary action would be imposed when necessary.

Santiago warned police personnel against making excuses that could affect the performance of their units, stressing that any lapses in duty must be reported and addressed promptly.

He also underscored the need for strict accountability within the ranks, making it clear that the Manila Police District will not tolerate corruption or any form of misconduct.

The MPD chief said erring officers involved in illegal activities would face appropriate sanctions, as the organization moves to enforce discipline and uphold professionalism in the service.

While enforcing stricter discipline, Santiago emphasized the importance of maintaining morale among police personnel, particularly those assigned to long patrol hours under extreme conditions. He advised officers to stay hydrated, physically fit, and ensure fair rotation of assignments.

The MPD continues to implement “Oplan Disiplina” and other anti-criminality operations across Manila, translating national directives into day-to-day enforcement in communities.

The PNP leadership has emphasized that rebuilding public confidence in the police force requires sustained performance and consistency, with reforms focused not only on enforcement but also on restoring credibility within communities.

Police officials said that strengthening internal discipline is crucial not only to improving operational performance but also to sustaining public trust—an effort that begins at the top and is carried out on the streets.

As the PNP leadership pushes for consistency and accountability nationwide, authorities said its impact will ultimately be measured at the local level, where communities directly experience police presence and service.
