'Animal na yan': Fed-up veteran solon finally gives Kiko Barzaga a piece of his mind

Palawan 2nd district Rep. Jose "Pepito" Alvarez delivered one of the most unbridled, in-your-face diatribes against a fellow House of Representatives member in plenary on Tuesday night, June 2.
And the 81-year-old did it to "congressmeow" Cavite 4th district Rep. Francisco "Kiko" Barzaga minutes before the latter was expelled by his House colleagues for disorderly behavior.
Alvarez repeatedly hurled playful cuss words toward the notoriously flippant Barzaga, but nobody laughed. That's because Alvarez sounded like a pissed off gangster who was eager to give a young upstart his comeuppance.
During plenary session Tuesday, 4Ps Party-list Rep. JC Abalos, chairman of the Committee on Ethics and Privileges presented to plenary the recommendation to expel the recidivist Barzaga, as contained in Committee Report (CR) No. 298.
"I rise today para po suportahan yung findings ng ethics committee na tuluyan ng paalisin yan si meow-meow dito sa Kamara," Alvarez said, referring to the 27-year-old solon from Dasmariñas.
(I rise today to support the findings of the ethics committee to finally remove meow-meow from the House.)
Alvarez, the chaiman of the Committee on Energy, was seemingly angered by Barzaga's Facebook post wherein he cussed out his fellow congressmen for allegedly "stealing electricity" from Filipinos. This was in connection with the energy panel's recent hearing on the rotating brownouts in grid-operated areas.
"Eh itong si Kiko Barzaga nag-post noong May 15 minumura lahat ng congressmen mga put*ng in*ng mga congressmen. Pero hindi put*ng in* Madam Speaker, pusang ina," the Palawan lawmaker said. The solons, who almost never hear profanity in plenary, fell silent.
(On May 15, this Kiko Barzaga posted cursing all congressmen, calling them 'mga put*ng in*ng mga congressmen'. But Madam Speaker, it was not put*ng in* Madam Speaker, pusang ina.)
Apparently quoting Barzaga's post, Alvarez said, "'Hindi pa nakontento sa flood control, ninanakaw pa yung ating kuryente kaya mahal ang kuryente. Itong administrasyong ito ang ulo ng pagnanakaw ng kuryente.' Andito po yan sa cellphone ko."
("They were not content with flood control, they also stole our electricity, which is why electricity costs are expensive. This administration is the head of electricity theft." It’s here on my cellphone.)
"Gusto ba ninyo na manatili yang animal na yan dito? Animal in the sense na pusa daw siya. Hindi yung animal na animal siya. Di ba pusa ka?" he asked, pointing to the self-styled congressmeow who was a third of his age.
(Do you want that animal to remain here? Animal in the sense that he claims to be a cat. Not animal in the literal sense. Aren’t you a cat?)
Alvarez continued: "Maraming nagdedepensa sa kanya, hindi ko rin kayo mapipigilan, ngunit majority po sa amin sa NPC (Nationalist People's Coalition) ay sang-ayon po na patalsikin na yan."
(Many are defending him, and I cannot stop you, but the majority of us in the NPC agree that he should be expelled.)
Paano mo payuhan yung pusa?
The veteran legislator shared in plenary that he tried to give Barzaga advice as good will in the past, but it didn't work out due to the latter's "animal nature".
"Nung nilapitan ako dyan minsan binigyan ko ng konting payo ngunit mahirap talagang payuhan ang animal. Hayop eh, pusa. Paano mo payuhan yung pusa? And lahat tayo dito, tinatawag na pusang ina," he said.
(When he once approached me, I gave a bit of advice, but it is truly difficult to advise an animal. He is an animal, a cat. How do you advise a cat? And all of us here are being called pusang ina.)
In perhaps the coldest portion of Alvarez's manifestation, he told Barzaga to come up to him or Abalos personally if he had any anger toward them, so as to spare the plenary of any conflict.
"Pasensya ka na, Kiko, ikaw ay--pusang ina mo rin. Kung ganyan man lang ang tawag mo sa amin, pagpasensyahan mo na," the visibly annoyed Alvarez said.
(Forgive me, Kiko, you are--pusang ina to you also. If that is how you call us, then forgive me.)
Alvarez abruptly ended his manifestation after Senior Deputy Minority Leader Mamamayang Liberal (ML) Party-list Rep. Leila de Lima raised a point of order on the use of inappropriate language on the floor. However, Alvarez's remarks were allowed to remain on record.
