As "congressmeow" Cavite 4th district Rep. Francisco "Kiko" Barzaga's fate hangs in the balance, a House leader highlighted the eccentric solon's apparent disinterest with his job in the legislative chamber.
Deputy Speaker Iloilo 1st district Rep. Janette Garin, in an online interview, pointed to the Gen Z congressman's "meow meow vlogs" in plenary and wondered if the still treats the House of Representatives as a serious institution.
“In other words, he’s not really serious doon sa kanyang trabaho (he's not really serious with his work). He looks at it as a game,” Garin said.
She noted that Barzaga appeared more interested in farming online attention than in the work expected of members of Congress.
“He doesn’t want to seriously work as a legislator. Doon lang siya sa kung saan siya magkakaroon ng maraming followers (He only does the things that would give him more followers),” pointed out Garin.
The 27-year-old has 1.6 million followers on his official Facebook page.
In his quickie vlogs shot with his smartphone, Barzaga refers to the House plenary as the “crocodile farm" before making an inflammatory comment about his solon-colleagues.
Barzaga does these things despite having multiple complaints filed against him by congressmen before the Committee on Ethics and Privileges.
The neophyte congressman has already served two 60-day suspensions without pay due to disorderly conduct, which extends to his ragebait posts on social media.
Expulsion coming?
Last April 28, Garin told reporters that the ethics panel had already reached a punishment or penalty recommendation for Barzaga in his latest case, and strongly hinted that it was expulsion from the chamber. Garin is a complainant in the case.
“Well, we await the report of the Committee on Ethics kasi patong-patong nga ‘yung reklamo sa kanya. Hindi lang ‘yung kanyang mga vlogs pero kasama na dyan ‘yung behavior niya sa loob,” Garin said.
(Well, we await the report of the Committee on Ethics because the complaints against him are piling up. These involve not only his vlogs but also his behavior inside.)
“Kasi marami siyang mga ginagawa na hindi nga sang-ayon sa behavior ng isang kongresista,” the deputy speaker added.
(He has done many things that do not align with the conduct expected of a congressman.)
Ethics panel chairman, 4Ps Party-list Rep. JC Abalos has yet to bring up the recommendation in plenary, although reports said this could happen on or before the House's sine die adjournment on June 3.
The recommendation must be adopted in plenary for it to take effect.
Garin’s complaint was based on Barzaga’s claim linking her, her daughter, and House Senior Deputy Majority Leader and Iloilo 3rd district Rep. Lorenz Defensor to the death of a vice mayor, who died from an accidental discharge of a firearm.
Barzaga's first suspension lasted from Dec. 1, 2025 to Jan. 30, 2026, while his second suspension lasted from Feb. 4., 2026 to April 5, 2026.
Garin pointed out that the suspension "specifically and categorically mentioned that kapag inulit na inulit niya pa (if he keeps repeating it), it will be a higher penalty which is expulsion".
