Santiago stressed the importance of strictly implementing the “Integrity Monitoring and Morale and Welfare” program of PNP Chief Jose Melencio C. Nartatez Jr., particularly in ensuring discipline and accountability within the police force.
During his regular inspections of police stations across Manila, Santiago personally reminded officers, from junior officials to patrolmen, to remain committed to their duties and uphold professionalism in public service.
The MPD chief also directed station commanders to immediately report personnel who are habitually absent or negligent in their duties, warning that disciplinary sanctions would be imposed if necessary.
“Huwag tayong masanay na puro pakiusap. Kapag apektado ang performance ng unit dahil sa personnel, sabihin ninyo sa akin at aaksyunan natin (Let’s not get used to constantly making excuses or pleading. If a unit’s performance is being affected because of a personnel problem, inform me and we will take action),” Santiago said.
Despite his tough stance on discipline, Santiago emphasized the importance of maintaining the morale and welfare of police personnel, especially those assigned to long patrol hours under extreme heat conditions. He advised officers to stay hydrated and physically fit while on duty.
Santiago also assured commanders that patrol assignments should be rotated fairly to avoid exhausting the same personnel daily.
The MPD chief reiterated that the organization will not tolerate abusive, arrogant, or corrupt officers.
“If there’s corruption or illegal activities, I’ll throw the book on you. Head-on collision tayo sa mga gumagawa ng kalokohan (We will go head-on against those involved in wrongdoing),” Santiago said.
Police officials described Santiago as a compassionate but strict leader who balances discipline with concern for the welfare of Manila’s police force.
