Nine-storey building under construction collapses in Angeles City; 24 rescued, many feared trapped

A nine-storey building under construction in Angeles City, Pampanga collapsed early Sunday morning, May 24, with 22 workers managing to get out while others remain missing, police said.
The building collapsed before dawn during a thunderstorm.
Police Regional Office-3 chief Police Brig. Gen. Jess Mendez said more than 100 police and other government personnel were scrambling to rescue those believed trapped in the rubble.
Mendez, who was at the scene of the building collapse, said there were no immediate reports of deaths but added that some of the 22 workers who managed to scramble out of the building were injured. He could not immediately say how many workers were trapped in the collapsed building.
Authorities said two people were rescued from an apartelle hit by the collapse.
Mendez assured the public of the PRO-3’s full support and emphasized the importance of swift action, teamwork, and public safety during critical incidents.
But Jay Pelayo, head of the Angeles City information office, said at least 30 workers may still be trapped in the rubble, citing a construction foreman who managed to dash out of the building as it tumbled down.
Search and rescue operations are being conducted by the Bureau of Fire Protection (BFP), Angeles City Disaster Risk Reduction and Management Office (ACDRRMO), and PRO-3 personnel in the building on Teodoro St., Barangay Balibago.
Angeles City Mayor Carmelo “Jon” Lazatin II is personally supervising operations.
Also on hand for search and rescue operations were Metropolitan Manila Development Authority (K-9) units and Department of Public Works and Highways (DPWH) and rescue volunteers.
Angeles Rep. Carmelo Lazatin Jr. is preparing assistance for the victims and their families. "Sa panahon ng ganitong sakuna ay kailangan magtulong-tulong tayong lahat (We need to help each other in times like these)," Lazatin said.
Vice Gov. Delta said the Pampanga Provincial Disaster Risk Reduction and Management Council is ready to assist in rescue operations.
The Philippine Red Cross deployed emergency response assets to the area, an ambulance with four emergency medical personnel and a specialized welfare team composed of two personnel. A first aid station and a welfare desk has been established to provide immediate medical assistance, psychosocial support, and tracing services.
Angeles City used to host one of the largest US Air Force bases outside of the American mainland until it closed in the early 1990s, helping develop Angeles and outlying cities and towns into entertainment and commercial hubs in Luzon.
The former US Air Force base, now called the Clark Freeport Zone, is about 80 kilometers (50 miles) north of Metro Manila.
Authorities reminded people to avoid the area as search operations continue. Investigation is underway to determine the cause of the incident.
