Visayas power grid triggers alerts amid chronic plant outages

The Visayas power grid was placed under a prolonged yellow alert on Friday, May 22, the ninth time this month that the region’s operating margins have fallen below critical contingency requirements as a wave of plant outages strains the energy infrastructure.
The National Grid Corporation of the Philippines (NGCP) issued the alert for the periods of 3 p.m. to 4 p.m. and 5 p.m. to 9 p.m. on May 22. While a yellow alert indicates that the grid’s reserves are thin, the system operator noted that it does not immediately translate to rotational brownouts unless supply deteriorates further.
Data from the NGCP showed the region’s available capacity stands at 2,653 megawatts (MW), narrowly covering a projected peak demand of 2,485 MW that is expected to climb throughout the day.
The tight supply conditions stem from a mix of fresh mechanical failures and long-term structural deficits within the regional fleet.
Units 1 and 2 of Therma Visayas Inc. and Unit 3 of Panay Energy Development Corp. remain completely offline. They are compounded by 14 power plants that suffered forced outages this month alone.
The grid’s vulnerabilities are further exacerbated by a backlog of historical outages. One facility has been offline since March, three since last year, two since 2024, and two others have been out of commission since 2023 and 2021, respectively. Additionally, 12 power plants are running at reduced, or derated, capacities. In total, the system is missing 885.3 MW of potential power, severely limiting the grid’s flexibility during peak hours.
The persistent instability has drawn intervention from the Department of Energy (DOE), which said this week that it is intensifying coordination with the system operator and power generation firms to avert curtailments.
Energy Undersecretary Rowena Guevara said the agency holds bi-weekly meetings with the NGCP and winners of the government’s Green Energy Auction (GEA) program who are experiencing grid-connection bottlenecks. The GEA framework allows renewable energy developers to compete for long-term supply contracts, acting as a catalyst for the country’s clean energy transition by aligning private capacity with mandated utility quotas.
To expedite relief, the NGCP is fast-tracking transmission infrastructure. In several instances, the grid operator has permitted renewable energy developers to advance the construction of vital transmission assets, allowing them to hook into the grid well ahead of their official delivery deadlines, according to Guevara.
