The Valenzuela City government conducted a refresher course for traffic and police personnel on muffler regulation enforcement following its intensified campaign against noisy and illegal motorcycle modifications.


The training, attended by around 170 police and traffic personnel, was conducted on Tuesday, May 19, in partnership with the Land Transportation Office (LTO) and the Philippine National Police (PNP)-Valenzuela.


According to the city’s Public Information Office (PIO), the activity focused on the proper implementation of City Ordinance No. 390, Series of 2017, as amended by Ordinance No. 1329, Series of 2026, or the Muffler Regulation Ordinance.


The seminar covered proper inspection procedures, identification of violations, safety protocols, and coordination among traffic enforcers, police personnel, and the LTO.


The LTO also conducted an actual demonstration on the proper use of a decibel meter in measuring motorcycle noise levels.


The refresher course came after the Valenzuela City government destroyed 287 confiscated open-pipe mufflers on May 11 as part of its continuing campaign against noise pollution and unauthorized vehicle modifications.

The local government said the training aims to ensure that enforcement actions are properly carried out and compliant with existing regulations.


Authorities also reminded motorcycle owners and establishments selling vehicle parts to comply with the city’s muffler ordinance and other traffic rules.
