The Parañaque City government and the Department of Social Welfare and Development-National Capital Region (DSWD-NCR) have formally signed a Memorandum of Agreement (MOA) to further strengthen key social welfare programs for city residents.
Parañaque Mayor Edwin Olivarez said the agreement will enhance the implementation of three major local programs: the Tara Basa Tutoring Program, the Payment of Social Pension to Senior Citizens for Fiscal Year 2026, and the prepositioning of relief goods for Parañaque's exclusive use during disasters and emergencies.
Olivarez said the partnership reflects the continued collaboration between the city government and the DSWD-NCR in improving education assistance, expanding social protection services for senior citizens, and strengthening the city’s disaster preparedness and response capabilities.
Under the Tara Basa Tutoring Program, young learners who are struggling with reading comprehension will receive additional academic support through tutoring sessions. The program also seeks to help parents and guardians become more involved in their children’s education while providing temporary employment opportunities for community tutors and youth beneficiaries.
Meanwhile, the Payment of Social Pension to Senior Citizens program aims to ensure the timely and efficient distribution of financial assistance to the city's indigent senior citizens. City officials said the initiative will help address the daily needs of elderly residents, particularly those with limited sources of income.
The agreement also covers the prepositioning of relief goods, allowing the city government to immediately access food packs and emergency supplies during typhoons, floods, fires, and other calamities. Officials noted that having readily available relief goods will enable faster response and assistance to affected families and communities.
Olivarez expressed confidence that the strengthened partnership with DSWD-NCR will further improve the delivery of essential services and social assistance programs to Parañaqueños.
He also assured residents that the city government remains committed to implementing programs that promote education, social welfare, and disaster resilience for the benefit of all sectors in the community.
