Manila denies ties to Chinese national nabbed over fake papers

Manila City Administrator Atty. Eduardo “Wardee” Quintos XIV on Tuesday, May 19, denied any link between the current Manila administration and a Chinese national arrested for allegedly using fake Philippine documents.
Quintos said Peter B. Zhuang, who was arrested by the Bureau of Immigration on March 30, 2026, was “not, in any capacity whatsoever,” connected to the administration of Manila Mayor Francisco “Isko Moreno” Domagoso.
He also pointed to former City Administrator Bernardito Ang, an official under the administration of former Mayor Honey Lacuna, as the person who should address questions regarding any documents allegedly issued to Zhuang.
The city administrator stressed that any identification card, certification, or document purportedly issued in favor of Zhuang was done without the authority or knowledge of the present administration.
Quintos added that the city government would not tolerate “any form of misrepresentation” or unauthorized use of the names and offices of Manila officials.
He also said the Domagoso administration remains committed to protecting national security and upholding the Constitution.
The Bureau of Immigration earlier announced the arrest of Zhuang for alleged misrepresentation and use of fraudulent Philippine documents.
