The Quezon City government launched on Monday, May 18, “QCitizen Data: Resibo ng Serbisyo,” a digital transparency platform that allows residents and other stakeholders to monitor public spending and government projects in real time.
Speaking during the launch at the QC MICE Center as part of Open Government Week 2026, Mayor Joy Belmonte said transparency remains one of the city’s strongest tools against corruption, declaring, “If corruption is a disease, transparency is an essential part of its treatment.”
Belmonte said the initiative reflects her administration’s seven-year effort to strengthen institutions, improve public service, and build trust through open and accountable governance.
Under the program, the city introduced three flagship platforms accessible via the QC eServices portal—QC Open Data, QC Open Infra, and QC iReport—which she described as “digital receipts” for government transactions and services.
The QC Open Data platform provides real-time information on city programs, demographics, and public services.
Among the data available are QC Helpline 122, QCID, the PWD Community, Free Maintenance Medicine, Pangkabuhayang QC, and the QC Scholarship Program.
Belmonte said the platform allows the public to review service coverage, beneficiary profiles, and program reach, with the data serving as basis for assessing how government services are delivered.

The city also launched QC Open Infra, an infrastructure monitoring dashboard covering all city-funded projects from 2019 to the present.
It includes project locations, contractors, costs, timelines, progress updates, GIS mapping, and photo documentation.
Belmonte said the platform was developed after what she described as “a painful lesson” from an infrastructure controversy last year, and forms part of her commitment to make all projects publicly accessible.
Meanwhile, QC iReport allows residents to submit complaints on concerns such as broken streetlights, illegal parking, garbage collection issues, and delayed services.
The platform also enables users to track government response and monitor the resolution of reported concerns in real time.
Belmonte also cited Quezon City’s participation in the Open Government Partnership, noting that the city is among the few local government units in the country engaged in global transparency reforms.
“Our citizens deserve more than promises—they deserve proof in real time that their taxes are going to the right place,” she said.
