SANTO DOMINGO, Ilocos Sur – Seven suspected “Salisi Gang” members were arrested in an entrapment and dragnet operation in Barangay Vacunero here on Saturday, May 16.
Police intercepted the suspects’ maroon vehicle after an alert was issued following a reported theft incident in the capital Vigan City.
Arrested were the driver, a 46-year-old married man from Tondo, Manila, and six passengers – four women aged 33, 43, 46, and 63 from Tondo and Binondo, Manila, and two men aged 25 and 33 from Tondo and Malabon City.
Recovered from the suspects were P1.1 million in cash, pieces of jewelry, stolen items, and illegal drugs.
Police Brig. Gen. Jovencio S. Badua Jr., Police Regional Office-1 (PRO-1) chief, said the operation highlighted the effectiveness of their “Enhanced ALERTO” framework that focuses on rapid coordination, deployment, and response.
“This operation highlights the importance of immediate coordination, rapid deployment, and sustained police visibility. Through the Enhanced ALERTO framework, offenders are swiftly intercepted and brought into custody,” Badua said.
Badua commended operating units for achievement.
Police Lt. Roger Retreta, deputy chief of the Santo Domingo Municipal Police Station, said the suspects are facing charges for theft and violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.
Retreta said the operation stemmed from a theft incident at the Vigan City Public Market where a woman was apprehended.
Police said the suspects employed the Salisi modus operandi in which one accomplice distracts the victim, often by paying in coins or creating confusion, while another steals valuables unnoticed.
Police Lt. Col. David Dulnuan, chief of the Vigan City Police Station, said investigators became suspicious of the suspect after she appeared familiar with the area despite claiming she just arrived from Manila.
The suspect disclosed during follow-up investigation the hotel where she and her companions were staying.
The suspects’ fled and their getaway vehicle was identified in a closed-circuit television camera (CCTV) footage and police coordinated with nearby police stations, resulting in their arrest.
Investigation showed that the suspects have allegedly victimized people not only in Vigan City but also in Candon City in Ilocos Sur; Batac City and Badoc in Ilocos Norte; and Balaoan, La Union.
One of the victims from Candon City said his wife had just withdrawn money when the suspects allegedly took her bag containing P6,000 to P7,000 in cash, jewelry, and a bank passbook.
The victim said CCTV footage later confirmed the suspects’ involvement in the theft.
Several victims have coordinated with authorities to recover their stolen properties.
