SPD files raps vs NBI volunteer driver over Senate shooting
The Southern Police District (SPD) filed multiple criminal complaints before the Pasay City Prosecutor’s Office on Thursday against the driver arrested in connection with the shooting incident that occurred inside the Senate on Wednesday night, May 13.

The suspect, identified by police as Mel Oragon, 44, was initially described as a driver of the National Bureau of Investigation (NBI). However, NBI Director Melvin Matibag later clarified that Oragon was only a “volunteer” driver and not an official employee of the agency.
According to the SPD, the complaints filed against the suspect include violations of Republic Act 10591 (The Comprehensive Firearms and Ammunition Regulation Act), alarms and scandals, grave threats, direct assault, trespassing, and violation of Senate security regulations. Police are also looking into other possible charges related to the disturbance on the Senate premises.
Lt. Margaret Panaga, chief of the SPD Public Information Office, said the suspect allegedly fired several shots inside the Senate building at around 7:50 p.m., causing panic among senators, employees, members of the media, and other people inside the compound.
Members of the Senate Security Detachment subdued him and turned him over to authorities. He is currently under police custody while the investigation and case buildup continue.
Police said no injuries or fatalities were reported during the incident.
Following the shooting, personnel from the Scene of the Crime Operatives (SOCO) of the National Capital Region Forensic Unit and the SPD Forensic Unit conducted a forensic examination and evidence recovery at the scene.
Bomb threat inspections and security sweep operations were also carried out by the SPD Explosive Ordnance Disposal and Canine Unit to ensure the safety of the Senate complex.
Authorities continue their investigation on the shooting incident, which happened amid heightened tension surrounding Senator Ronald dela Rosa.
