Senator Imee Marcos filed a resolution on Thursday, May 14, directing the appropriate Senate Committee to conduct an inquiry, in aid of legislation, into the incidents that took place within or in the immediate vicinity of the Senate premises from May 11 to May 13.

Senate Resolution No. 396 seeks to probe the entry, presence, deployment, participation, or involvement of personnel of the National Bureau of Investigation (NBI), other law-enforcement or security agencies, and private individuals.
This includes the discharge of firearms, security breaches, and any attempt to implement, facilitate, or enable an arrest or custodial transfer within the Senate premises.
Marcos said that these actions raise serious constitutional questions on separation of powers, legislative independence, due process, personal liberty, freedom from unreasonable searches and seizures, and the limits of Executive authority within the physical premises of a co-equal branch of government.
"These incidents, if left unexplained and unaddressed, may set a dangerous precedent whereby armed or law-enforcement personnel may enter or operate within legislative premises under unclear authority, thereby subduing legislative independence, obstructing official functions, and endangering the safety of all persons within the Senate," she said.
She added that there is an urgent need to determine the extentof the participation of the NBI, the Department of Justice (DOJ), the Department of Interior and Local Government (DILG), the Philippine National Police, other concerned agencies, offices, and even private citizens in the planning, authorization, deployment, coordination, execution, or attempted execution of any operation connected with the May 11 and the May 13 Senate incidents.
