Marcos orders TCCP to implement national strategy on helping developing countries

President Marcos has directed the Technical Cooperation Council of the Philippines (TCCP) to implement a national technical program for providing technical assistance to developing countries.
Marcos issued Executive Order No. 115 to strengthen the institutional capacity and responsiveness of the TCCP.
Under the EO, the national strategic Philippine Technical Cooperation Program will be known as the "Development Philippines."
It shall serve as the "government's framework for providing technical assistance to developing countries while advancing the Philippines' development goals and strategic interests."
According to Marcos, there is a need to strengthen the institutional capacity of the council "to ensure the strategic and efficient implementation of technical cooperation programs aligned with national priorities and emerging global trends."
The council was mandated to coordinate all technical cooperation projects and activities of government agencies, provide policy direction for the Philippine Technical Cooperation Program, and ensure the alignment of technical cooperation initiatives with national development priorities and foreign policy objectives.
The EO also reorganized TCCP, with the Department of Foreign Affairs (DFA) as chairperson, and the Department of Economy, Planning, and Development (DEPDev) acting as vice chairperson.
Its members include the Department of Agriculture (DA), the Department of Environment and Natural Resources (DENR), the Department of Science and Technology (DOST), the Department of Trade and Industry (DTI), the Department of Health (DOH), the Department of Migrant Workers (DMW), and the Technical Education and Skills Development Authority (TESDA).
The TCCP may also engage other government agencies, instrumentalities, and private sector entities as necessary to fulfill its mandate.
The chairperson is authorized to designate additional members when needed, while member agencies may appoint alternates with ranks not lower than Assistant Secretary who are fully empowered to act on their behalf.
A Technical Working Group is also constituted to provide technical and policy support to the TCCP. It is composed of Director-level representatives from member agencies who will serve as focal persons for technical cooperation initiatives within respective agencies, with the DFA as chair.
The TWG was ordered to formulate the Philippine Technical Cooperation Roadmap and Program for endorsement to the TCCP, and monitor and review its implementation.
The Chief Executive likewise ordered full integration of the TCCP Secretariat into the DFA to provide technical, administrative, and coordination support.
The EO was signed on April 29, 2026.
