DAVAO CITY – General Santos City lone district Rep. Shirlyn Bañas-Nograles explained her "No" vote in the impeachment complaint against Vice President Sara Duterte on Monday, May 11.
In a statement, Nograles acknowledged that while accountability still matters, the government cannot afford to exhaust time, energy, and resources on the impeachment process that will only deepen division among Filipinos.
Instead, she said, the government should prioritize addressing the economic strain from the oil crisis and rising inflation.
"Ang kailangan ngayon ng taumbayan ay hinahon, hindi gulo; pagkakaisa, hindi pagkakahati; solusyon, hindi dagdag na distraksyon (The nation needs calm, unity, and solution)," Nograles emphasized. "My vote is a call to reset our priorities and return our focus to the everyday struggles of the Filipino people."
Nograles is among the 25 lawmakers who opposed Committee Report No. 261, the 93-page document that contained the articles of impeachment against the Vice President.
The General Santos City representative is one of the two lawmakers in South Cotabato who opposed Duterte’s impeachment. The other was Rep. Isidro Lumayag of the first district of South Cotabato.
The lawmakers from South Cotabato were among the eight solons from Mindanao who voted against the impeachment of Duterte.
Nograles said her stand is rooted in the voice of the people and for nearly 32 million Filipinos who placed their faith in the Vice President.
“I believe that a mandate that massive deserves to be respected unless there is absolute certainty to move otherwise.
I chose to look past the noise and the political pressure. I chose to listen to the facts, the arguments, and the quiet, steady voice of fairness and conscience."She acknowledged that her constituents are weary amid the rising prices, economic strain, and declining trust in public institutions.
"We must therefore ask ourselves with honesty and sobriety, what lies ahead after this moment? Will it ease the burdens of our citizens or deepen the divisions we already carry?"
"I stand before you not just as your representative, but as a person who carries your trust in my heart, " Nograles said.
She emphasized that she chose to uphold principle over pressure.
Her vote, Nograles explained, was not cast for convenience or politics. "It was cast for what I believe is right for the stability of our country. Conscience over clamor. Principle over pressure."
Two-hundred fifty-seven lawmakers voted for the impeachment of the Vice President while nine abstained.
Five solons from the Davao region also voted in favor of the impeachment as the Vice President faces a list of accusations that includes alleged misuse of confidential funds and for alleged plot to assassinate President Ferdinand R. Marcos Jr, the first lady, and a former House speaker.
