'Di bumoto': Arroyo skips voting on VP Duterte impeachment

Former president Gloria Macapagal-Arroyo did not participate in the high-stakes House plenary vote Monday, May 11 that resulted to Vice President Sara Duterte’s second impeachment in as many years.
Arroyo's non-participation was confirmed Tuesday, May 12 after her name wasn't found on the official list of "yes", "no", and "abstain" votes on the adoption of House Committee Report (CR) No. 261, which contained the articles of impeachment against Vice President Duterte.
Arroyo, currently Pampanga's 2nd district congresswoman, is a perceived ally of the Vice President’s.
On late Monday afternoon, Senior Deputy Speaker South Cotabato 2nd district Rep. Ferdinand Hernandez, the presiding officer at that time, announced the adoption of the articles of impeachment via nominal vote result of 257-25-9 (yes-no-abstain).
During nominal voting proper, House Secretary General Cheloy Garafil called out Arroyo's name twice. This suggests that no vote was heard from her during the first mention of her name.
But it turned out that no vote was entered at all. It is not yet clear if Arroyo, also a former House Speaker, was seen in plenary at all Monday.
Vice President Duterte was impeached the first time on Feb. 5, 2025, when an impeachment complaint signed by 215 House member was directly transmitted to the Senate under the equally constitutional "fast track" mode.
Arroyo, who served as Philippine president from 2001 to 2010, didn't sign that particular impeachment complaint.
