4 Cebuano solons explain why they voted vs VP Sara impeachment

CEBU CITY – They heeded the will of the people.
Four of the 13 lawmakers from Cebu cited this as the reason for voting against the impeachment of Vice President Sara Duterte.
They were fourth district Rep. Sun Shimura, Cebu City north district Rep. Cutie del Mar, third district Rep. Karen Hope Flores-Garcia, and Rep. Girlie Veloso of Malasakit at Bayanihan party-list.
"The will of my constituents is clear. For the city of Cebu first district during the 19th Congress, it was a no. And for the 20th Congress, it still remains a no,” Del Mar said during the plenary voting on Monday, May 11.
Simura said he drew strength from his constituents when he voted “No.”
"To the people of the fourth district, I thank you for giving me the courage to say No. I have heeded your call, and I remain committed to standing for the best interests of the people I serve,” Simura said in a Facebook post.
Garcia also explained her vote on Facebook.
She said before arriving with her decision to vote against the impeachment, she consulted elected officials in the six municipalities and 230 barangay captains in her district.
"And I can say with authority that the overwhelming, even near-unanimous, sentiment is against the impeachment of the Vice President," Garcia said.
Garcia said her constituents were wary that impeaching Duterte will only cause further division and distract lawmakers from tackling more pressing issues.
She also cited previous Supreme Court decisions and the opinions of jurists, indicating that impeachment is an “extraordinary remedy and emergency mechanism designed to protect the state.”
Garcia added that impeachment must be used with much caution as it could potentially overturn the mandate of millions of voters.
"I do not believe that the unproven allegations in the impeachment resolution rise to the level of offenses that warrant this extraordinary remedy," she said.
Veloso saw impeachment as an extraordinary constitutional remedy that requires “fairness, prudence, and respect due process.”
"I also recognize and respect the voice of the 32.2 million Filipinos who elected Vice President Sara Duterte into office. In a democracy, the mandate given by the people deserves due consideration and respect," she said.
Lawmakers from Cebu who voted in favor of the impeachment were seventh district Rep. Patricia Calderon, Lapu-Lapu lone district Rep. Junard Chan, fifth district Rep. Duke Frasco, second district Rep. Edsel Galeos, first district Rep. Rhea Gullas, sixth district Rep. Daphne Lagon and her husband Ako Bisaya party-list Rep. Sonny Lagon, Mandaue City lone district Rep. Emmarie Ouano-Dizon, and Cebu City south district Rep. Edu Rama.
