25 'no' votes to VP Duterte impeachment show family's strong ties to Cebu, Mindanao

The 25 "no" votes to the articles of impeachment against Vice President Sara Duterte reflected the support coming from the family's political and regional roots, which included the traditional "kingmaker" province of Cebu.
However, these votes were easily overwhelmed by the 257-strong majority that favored Duterte’s second impeachment in as many years.
Nominal voting on Committee Report (CR) No. 261, which contained the four articles of impeachment, was adopted in House plenary on late Monday afternoon, May 11.
As expected, most of the "no" votes came from the Duterte's political stronghold of Mindanao (8).
These House members are General Santos lone district Rep. Shirlyn Bañas-Nograles, Agusan del Norte lone district Rep. Dale Corvera, Davao Oriental 1st district Rep. Nelson Dayanghirang Jr., Davao City 2nd district Rep. Omar Duterte, Davao City 1st district Rep. Paolo Duterte, South Cotabato 1st district Rep. Isidro Lumayag, Bukidnon 4th district Rep. Laarni Roque, and Davao City 3rd district Rep. Isidro Ungab.
Of the six (6) party-lists that voted "no", two of them, PPP Party-list (nominee- Rep. Harold Duterte) and MALASAKIT@BAYANIHAN Party-list (nominee- Girlie Veloso) have base of operations in Mindanao.
The four other party-lists and their nominees who voted in the negative Monday were SSS-GSIS PENSYONADO Party-list Rep. Rolando Macasaet, SAGIP Party-list Rep. Paolo Marcoleta, Bagong Henerasyon (BH) Party-list Rep. Roberto Nazal Jr., and Ako Ilocano Ako party-list Rep. Richelle Singson.
Unknown to many, the Dutertes aren't originally from Davao--they trace their roots to Cebu and Agusan del Norte. The Vice President’s father, Rodrigo Duterte, was born to Cebuano lawyer Vicente Duterte, and Soledad Roa who is a teacher from Agusan del Norte.
The family later moved to Davao, which became its bailiwick.
Reflecting the strong ties to Cebu were the "no" votes from Cebu City 1st district Rep. Rachelle del Mar, Cebu 3rd district Rep. Karen Hope Garcia, and Cebu 4th district Rep. Sun Judal Shimura.
This is viewed as significant, given Vice President Duterte's declaration of a presidential run in the 2028 polls. In the 2025 elections, Cebu was most vote-rich province in the Philippines, with over 3.4 million registered voters.
The means that Cebuanos are always heavily courted by election aspirants, since the votes from the province alone can immensely impact a national candidate's chances of winning.

Rounding up the six (6) Visayas congressmen who opposed the Vice President’s impeachment were Bohol 2nd district Rep. Maria Vanessa "Vanvan" Aumentado, Southern Leyte 1st district. Roger Mercado, and Bohol 3rd district Rep. Kristine Alexei Tutor.
Meanwhile, the young duo of "congressmeow" Cavite 4th district Rep. Francis "Kiko" Barzaga and Batangas 1st district Rep. Leandro Legarda Leviste led five (5) Luzon lawmakers in voting "no" to the articles of impeachment.
The rest were Laguna 2nd district Ramil Laurel, Quezon City 4th district Rep. Anthony Suntay, and Nueva Ecija 3rd district Rep. Julius Cesar "Jay" Vergara.
The articles were ordered transmitted to the Senate on Monday night. It is now up to the senators when they will convene as an impeachment court and place the Vice President on trial.
If and when the impeachment court convicts Vice President Duterte, she will be unseated and then barred from holding public office for life.
