While the congestion rate had decreased to 279 percent from the high of 327 percent in 2022, an overhaul in the system is in the offing as overcrowding issues continue to hound the Bureau of Jail Management and Penology (BJMP)-run jail facilities, Department of the Interior and Local Government (DILG) Secretary Juanito Victor “Jonvic’’ Remulla stated on Saturday, May 9.
This came after the latest BJMP report disclosed that 351 out of 488 jail facilities nationwide or nearly 72 percent of them remain highly-congested.
Following reforms initiated in the Philippine National Police (PNP) and the Bureau of Fire Protection (BFP), Remulla now has trained his sight in confronting the long-standing problems of the country’s jail system.
Remulla branded the overcrowding of the jail facilities as one of BJMP’s most pressing challenges, saying it continues to hamper the bureau’s operational capacity and affect inmate welfare.
“Ang problema ng BJMP ay overcrowding. Kung pupunta ka sa kulungan ng Pasay (city jail), ang kuwartong mga 50 to 80 square meters (cell), 200 ang preso (The problem with the BJMP is overcrowding. If you go to Pasay, the 50 to 80 square meter cell has 200 inmates),’’ Remulla said.
Remulla acknowledged that jail conditions and the plight of persons deprived of liberty (PDLs) have long received limited national attention, often taking a backseat to other law enforcement concerns.
“Hindi puwedeng pabayaan natin ito. Bahagi ng maayos na sistema ng hustisya ang maayos na kalagayan sa ating mga kulungan (We cannot let this unattended. Part of the justice system is the orderly condition of our jail facilities),’’ he added.
