Cardiño is new PRO-NIR chief

BACOLOD CITY – Police Brig. Gen. Romano Cardiño was named as the new Police Regional Office-Negros Island Region (PRO-NIR) director effective Friday, May 8, succeeding Police Brig. Gen. Arnold Thomas Ibay who was named as deputy director of the Philippine National Police Directorate for Education and Training.

The turnover of command was held at the PNP headquarters in Camp Crame, Quezon City, and presided over by Police Lt. Gen. Bernard Banac, deputy chief for administration, representing PNP chief Police Gen. Jose Melencio Nartatez Jr.

Police Lt. Joem Malong, PRO-NIR spokesperson, said that Cardiño was deputy director of the PNP Directorate for Comptrollership before his reassignment to PRO-NIR.

Cardiño, 54, also served as director of the Zambales Provincial Police Office. He was a graduate of the Philippine National Police Academy (PNPA) Class of 1997.

PRO-NIR thanked Ibay for his dedicated service, leadership, and significant contributions. Ibay served for a year since April 2025.

His tenure strengthened the foundation of operational accomplishments and community-oriented policing initiatives that continue to benefit the region, the PRO-NIR said.

Malong said the leadership transition was part of a regular reshuffling in the organization.

The leadership transition marked a renewed chapter for PRO-NIR as the organization continues to strengthen its commitment to maintain peace and order, enhance operational effectiveness, and deliver responsive police services across the region.
