PhilHealth receives P60 B returned from National Treasury

The Philippine Health Insurance Corporation (PhilHealth) said P60 billion has been returned to the state health insurer from the National Treasury, months after the transfer of the agency’s excess funds triggered controversy and legal challenges.
In a statement released on Wednesday, May 6, PhilHealth said the returned amount would help strengthen healthcare services and improve benefits for members nationwide.
“Opisyal nang naibalik sa PhilHealth ang P60 bilyon mula sa National Treasury alinsunod sa direktiba ni Pangulong Ferdinand Marcos Jr. (The P60 billion has been officially returned to PhilHealth from the National Treasury in accordance with the directive of President Ferdinand Marcos Jr.),” the agency said.
“Ang hakbang na ito ay isang malinaw na pahayag ng tiwala ng Pangulong matutugunan ng PhilHealth ang mandato nitong maging katuwang ng bawat Pilipino sa pangangailangang pangkalusugan (This move is a clear expression of the President’s confidence that PhilHealth can fulfill its mandate of supporting every Filipino in their healthcare needs),” it added.
PhilHealth expressed gratitude to the Chief Executive for directing that the amount be returned and utilized for health services.
“Pinasasalamatan ng PhilHealth ang Pangulo sa kanyang malinaw na direktiba na gamitin ang pondong ito upang mapahusay ang mga serbisyong kalusugan upang maabot ang bawat Pilipino (PhilHealth thanks the President for his clear directive to use the funds to improve healthcare services and reach every Filipino),” it said.
The state insurer also recognized the role of the Department of Finance (DOF) in the immediate remittance of the amount.
“Gayundin, kinikilala ng Korporasyon ang mahalagang papel ng Department of Finance sa agarang pagreremita ng nasabing halaga (The Corporation also recognizes the important role of the Department of Finance in the immediate remittance of the said amount),” it said.
PhilHealth assured the public that the returned funds would be used to improve benefits, strengthen systems, and speed up processes for members.
“Sisiguruhin ng Korporasyon na ang bawat pisong ito ay ilalaan sa pagpapahusay ng mga benepisyo, pagpapalakas ng mga sistema upang mapabilis ang mga proseso, at paghatid sa bawat Pilipino ng serbisyong mabilis, patas, at tunay na mapagkakatiwalaan (The Corporation will ensure that every peso will be used to improve benefits, strengthen systems to speed up processes, and deliver services that are fast, fair, and truly reliable to every Filipino),” it stated.
The P60 billion formed part of PhilHealth’s excess reserve funds that were earlier remitted to the National Treasury under provisions of the 2024 General Appropriations Act (GAA), which authorized the transfer of idle or excess funds of government-owned and controlled corporations (GOCCs) to help finance various government programs.
The transfer, however, drew criticism from health advocates and several groups, who argued that the funds should instead be used to expand healthcare benefits and improve services for Filipinos. Petitions questioning the legality of the transfer were likewise filed before the Supreme Court.
President Marcos announced in September 2025 that the P60 billion previously remitted by PhilHealth to the National Treasury would be returned to the state insurer.
In December 2025, the Supreme Court of the Philippines (SC) voided the legal provisions authorizing the transfer of excess reserve funds of GOCCs, including PhilHealth, to the National Treasury, and ordered the return of the P60 billion already remitted by the state insurer.
