The Quezon City government will open applications for Pangkabuhayang QC Phase 6 Batch 1 from June 1 to 15, as it implements stricter eligibility rules and an upgraded digital processing system for the city’s livelihood assistance program.
Quezon City Mayor Joy Belmonte said the initiative seeks to balance accessibility and accountability in extending capital support and training to residents who want to start or expand microenterprises.
Under the new phase, micro-entrepreneur applicants are required to submit proof of business, such as a Department of Trade and Industry (DTI) Business Name Registration, a city or mayor’s permit, a Bureau of Internal Revenue (BIR) Certificate of Registration, or a Securities and Exchange Commission (SEC) registration.
Vendor-applicants, meanwhile, must present a valid Hawker’s or Market Permit issued by the city’s Market Development and Administration Department.
The program also strengthens compliance measures by integrating the Nano Enterprise Permit into the application process. The permit must be secured before the release of capital assistance.
Applicants without existing businesses may still qualify depending on category, provided they submit alternative documents such as a valid Persons with Disabilities (PWD) ID, Solo Parent ID, or endorsements from the Quezon City Public Employment Service Office (PESO) or the QC Migrant Resource Center for returning overseas Filipino workers.
At least 16 hours of entrepreneurship or livelihood training conducted by the city government, national agencies, or partner institutions is also required, supported by certification or endorsement.
All applications will be processed through the upgraded QC eServices portal, which features a real-time tracking dashboard for submission, validation, permit processing, and application status monitoring.
The Pangkabuhayang QC program is implemented by the Quezon City Small Business and Cooperatives Development and Promotions Office (QC-SBCDPO), providing capital assistance, entrepreneurship training, and access to business networks for microenterprise development.
Since 2021, the program has assisted more than 70,000 beneficiaries and released over ₱735 million in capital assistance, supporting livelihood generation and enterprise growth across the city.
Residents are encouraged to prepare requirements early and submit applications through the QC eServices portal at qceservices.quezoncity.gov.ph.
