Pasay City Mayor Emi Calixto-Rubiano has been named “Outstanding Mayor” by the Public Attorney’s Office (PAO) for the fourth consecutive year, marking another milestone for the city government.
The recognition was conferred during the 9th MCLE Grand National Convention held on May 4 at World Trade Center in Pasay City, where leaders in governance and public service were honored for their commitment to justice and community welfare.
In her acceptance message, Rubniano underscored that the award reflects the collective effort of her administration and partners. She emphasized that the recognition is rooted in the city’s guiding principle of “Tapat at Higit sa Sapat na Paglilingkod,” a brand of service anchored on integrity, efficiency, and compassion.
“This award is not mine alone. It is the byproduct of our honest-to-goodness service and our advocacy to strengthen collaboration, communication, coordination, and commitment,” she said.
Rubiano also highlighted the crucial role of PAO as a partner in upholding justice, noting that the agency’s unwavering dedication to public service has significantly contributed to ensuring accessible legal assistance for residents.
The continued recognition affirms the city government’s strong partnership with PAO and its shared mission to deliver responsive, people-centered services—especially for those in need of legal support.
