Nearly 200 members of the House of Representatives are ready to support the adoption of the articles of impeachment against Vice President Sara Duterte as of Tuesday, May 5.
Thus, said Committee on Justice member Bicol Saro Party-list Rep. Terry Ridon in a chance interview as House members awaited plenary action on the four-item articles of impeachment.
"I think, as we speak, we are looking at almost 200 already--House members who are signifying their intent to support the impeachment," Ridon said.
The articles only need a one-third vote from the House--or 106 out of 318 congressmen--for it to be adopted and sent to the Senate. This action will formally impeach the lady official and trigger the start of the her Senate impeachment trial.
The House plenary is expected to vote on May 11 for the adoption of the following articles of impeachment:
- Misuse and irregular liquidation of confidential funds totaling at least P500 million in the Office of the Vice President (OVP) and P112.5 million in the Department of Education (DepEd);
- Amassing unexplained wealth and failing to fully disclose assets in her statements of assets, liabilities, and net worth (SALN);
- Bribery and corruption involving officials under her authority; and
- Contracting or soliciting acts of violence, including alleged threats against top government officials.
Asked to react on Vice President Duterte's belief that a one-third vote won't be achieved, Ridon said: "Tiyak ho kami kasi tiyak ho kami sa ebidensya. Tiyak ho kami sa P6.7 billion total transactions na pumasok po at lumabas sa mga accounts po ng mag-asawang Duterte. At tiyak ho kami sa P448 million na pinapasoli ho sa kanya. Tiyak ho kami doon sa pagbabanta laban ho sa Pangulo."
(We are certain because we are certain of the evidence. We are certain of the P6.7 billion total transactions that went in and out of the Duterte couple’s accounts. And we are certain of the P448 million that is being demanded back from her. We are certain about the threat against the President.)
"So that is the source of confidence of the House Committee on Justice," the party-list solon added.
Ridon says the aim is to gather at least 250 supporters behind the articles of impeachment, which the senator-judges will use as basis to convict the second highest official of the land.
"Tingin ko matutuloy po talaga yun sa trial at the level of the Senate...sila na ho bahala syempre, as an independent body (I think it will really proceed to trial at the level of the Senate…they will of course take charge, as an independent body) on how they will actually treat the articles of impeachment as soon as they reach their office," he said.
Ultimately, the lawyer-legislator said that the House plenary vote on the articles of impeachment would display plurarity across the political factions in the chamber.
"I think multi-parties din naman po yung magsu-support sa impeachment so (I think multiple parties will also support the impeachment, so)...and members of several parties and party-lists...the major political parties will be supporting it, all of the major political parties will be represented in that at least 200 to date that we expect will support the impeachment."
