When Fumio Kishida arrived in the Philippines this week—not as prime minister, but as special envoy of his successor—his presence still carried the imprint of a leader who helped define where Japan and the Philippines stand today. For Manila, Kishida is not just a visiting dignitary. His tenure as prime minister coincided with a period in which Japan–Philippines relations deepened into what both sides now describe as a “strengthened strategic partnership,” marked by closer security cooperation, infrastructure engagement, and collaboration on energy transition.
His return, in a different capacity, suggests one thing clearly: continuity.

Kishida toured the Batangas LNG Terminal, a facility jointly operated by Japanese and Philippine companies, including Tokyo Gas. The visit was framed within the Asia Zero Emission Community, or AZEC—a Japan-led initiative promoting energy transition across the region. For the Philippines, this has meant cooperation on liquefied natural gas as a transitional energy source while the country builds its renewable capacity.
Energy, in this context, is strategic. Japan’s involvement in Philippine LNG infrastructure reflects a deliberate pattern: supporting energy security while embedding itself in long-term systems that shape how economies grow.
Kishida also met with members of the ASEAN Business Advisory Council, where talks centered on strengthening Japan-ASEAN economic ties—with particular focus on micro, small, and medium enterprises, startups, and entrepreneurship. This is consistent with how Japan has been recalibrating its engagement with Southeast Asia, moving beyond large-scale projects into areas that build economic ecosystems from the ground up.
He also called on Juan Miguel Zubiri, personally conveying congratulations on Zubiri’s conferment of the Grand Cordon of the Order of the Rising Sun—one of Japan’s highest honors for foreign nationals, and not a small gesture. Zubiri, in turn, reaffirmed his role as a longtime advocate of the bilateral relationship.
Kishida’s time as prime minister saw some of the most consequential developments in Japan-Philippines defense ties, including the signing of the Reciprocal Access Agreement—Japan’s first such agreement in Asia—which allows for deeper military coordination between the two countries. His administration also expanded Japan’s role in regional security discussions at a time of sharpening geopolitical tension in the Indo-Pacific.

That context matters. His return to Manila in his new role doesn’t seem to be incidental. It signals that Japan’s engagement with the Philippines is not tied to any single administration, but is part of a longer strategic alignment.
Japanese firms remain among the country’s most significant investors, spanning manufacturing, infrastructure, and services. These companies are not simply participants in the Philippine economy—they are part of how Japan sustains its presence on the ground, long after the summits and the signing ceremonies are done. Kishida’s role may have changed. The direction, however, has not.
