VP Duterte inches closer to impeachment with Monday's committee report sponsorship

The committee report declaring the existence of probable cause in the impeachment case against Vice President Sara Duterte will be sponsored in House plenary Monday, May 4, during the resumption of plenary session after the six-week summer recess.
Batangas 2nd district Rep. Gerville "Jinky Bitrics" Luistro, chairperson of the House Committee on Justice is expected to deliver the sponsorship speech of the report, which calls for the Vice President’s second impeachment in as many years.
The plenary session will take place 3 p.m. Monday.
Before this, the justice panel will convene in a hearing at 10 a.m. to adopt its committee report, along with the corresponding resolution and articles of impeachment against Duterte. This will pave the way for their transmittal later to the plenary for consideration of the 318-strong House members.
“This committee has completed its constitutional duty to determine probable cause based on the evidence presented," Luistro, a lawyer, said in a statement Sunday, May 3.
At the center of the report are findings on various allegations against Duterte: the alleged misuse of P612.5-million confidential funds, alleged unexplained wealth, and threat to kill President Marcos, First Lady Liza Araneta-Marcos, and former House Speaker Leyte 1st district Rep. Martin Romualdez.
Lawmakers cited evidence that Duterte allegedly misused P612.5 million in confidential and intelligence funds, including testimony that P125 million was disbursed within 24 hours, contradicting earlier claims.
Duterte's potential impeachment this 2026 will be triggered by the adoption of the committee report and articles of impeachment via one-third vote in House plenary. However, a vote isn't expected to take place Monday, since the solons need time to peruse the justice panel’s submissions.
But this early, Luistro expressed confidence in the strength of the case they've built against the second highest official of the land.
“We are dealing with official records—hindi opinyon, hindi haka-haka (these aren't opinions or rumors). These are numbers, documents, and sworn testimonies that, taken together, establish a pattern that demands accountability,” Luistro said.
The Batangueña stressed that the committee’s work reflects a careful, evidence-based process.
“This is not about politics. This is about the Constitution, about evidence, and about our duty to uphold public accountability. The House will now act as one body on this matter,” she said.
Last Feb. 5, 2025, Vice President Duterte was impeached by House members via the constitutional "fast track" mode. The 2025 impeachment case was ultimately declared unconstitutional by the Supreme Court (SC) on a mere technicality.
No Philippine official in history has been impeached twice.
Halfway there
Meanwhile, Bicol Saro Party-list Rep. Terry Ridon, a prospective prosecutor in the impeachment case, believes that the one-third House plenary vote--106 out of 318--would ne easy to achieve.
He noted that the solons were already halfway there, based on the committee vote on the existence of probable cause.
“‘Yung boto ng probable cause 53 votes na po ‘yun. So ang kailangan lang naman po namin 106 votes to impeach (The probable cause vote already stands at 53. So what we need is only 106 votes to impeach)," Ridon said.
Out of more than 300 House members, Ridon said reaching the required one-third vote threshold is well within reach.
“Tingin ko naman (I think), that is a number that will not be difficult to surmount at makuha (and get),” said the outspoken solon.
“I’m quite certain in the next two weeks, magkakaroon na po ng debate sa plenaryo patungkol po sa impeachment ni Vice President Sara Duterte (there will be a plenary debate on the impeachment of Vice President Sara Duterte),” he noted.
So far, discussions on the impeachment case has been confined to the justice panel, where only members and ex-officio members can participate.
