Cavite 4th district Rep. Francisco "Kiko" Barzaga simply wants to be true to his inner cat--which is the reason why he always appears to be ragebaiting people, even his colleagues in the House of Representatives.
This can be gleaned from his past conversation with House Deputy Speaker Iloilo 1st district Rep. Janette Garin, which the latter graciously shared to reporters on Tuesday, April 28.
Garin did so right after attending a Committee on Ethics and Privileges hearing that tackled Barzaga’s third ethics complaint in the current 20th Congress.
"He told me: 'Mommy kasi ang posa kasi pala-away. So kung hindi ako mang-away ng mang-away, hindi ako posa. So kailangan kong mang-away ng mang-away because that is a posa and you have to understand that a posa will have many enemies,'" Garin said, quoting the self-proclaimed "congressmeow".
(Mommy it's because cats love to quarrel. So if I don't keep quarreling people then I'm not a cat. So I need to keep quarreling people because that is a posa and you have to understand that a posa will have many enemies.)
"Parang his point is (It's like his point his), that's his nature as a cat. But he's not a cat," Garin said.
She says the 27-year-old Barzaga is a duly-elected House of Representatives member who has very serious tasks.
“You know, sometimes people look at it as funny, but you are representing hundreds of thousands of constituents who are being deprived of their representation because you are looking at your position as a game, so hindi ito pwede (so you can't do this)," Garin said.

As for the "mommy" reference, Garin said there was no malice in it since that's what her younger colleagues usually call her during conversation.
Filed by Garin herself, Barzaga’s latest ethics case had to do with the claim linking her, her daughter, and House Senior Deputy Majority Leader and Iloilo 3rd district Rep. Lorenz Defensor to the death of a vice mayor, who died from an accidental discharge of a firearm.
Garin said she also talked to Barzaga about his social media posts and advised him against ragebaiting and shitposting.
"And we know that proper decorum, and as a responsible government official, you don’t do that lalo na pag may implication (especially if there's an implication),” the deputy speaker said.
