Agent caught brandishing gun in Makati accident yields firearm; license may be revoked — PNP

A licensed protection agent caught on viral video brandishing a handgun during a road crash in Makati City has surrendered his firearm to police while his license may be revoked, the Philippine National Police (PNP) confirmed Tuesday, April 28.
PNP spokesperson Police Brig. Gen. Randulf Tuaño said the 51-year-old agent, a resident of Brgy. Poblacion in Manticao, Misamis Oriental, voluntarily turned over his .45 caliber pistol to the police and submitted his affidavit explaining his actions.
The incident stemmed from a multi-vehicle road crash that began in Taguig City on April 24 after a Nissan pickup truck hit a sedan and a motorcycle. The pickup driver left the scene and was later involved in another crash along Chino Roces Avenue in Makati City with an SUV, which led other motorists to pursue the vehicle.
Police said a viral video showed the agent stepping out of the commotion and holding a firearm while the scene unfolded. Another individual was also seen damaging a tire of the pickup vehicle.
The PNP said the man claimed in his affidavit that he intervened to prevent further violence during the commotion.
However, Police General Jose Melencio C. Nartatez, Jr., chief of the PNP, said the case shows clear limits on firearm ownership.
“The government is allowing gun ownership of its civilian citizens for protection, not for bullying and other forms of intimidation. Once guns are used other than protection, then the owner automatically loses the right to bear one,” said Nartatez.
He also warned gun holders against similar conduct in public, saying brandishing a firearm causes public disorder.
“I am warning our kababayan to refrain from brandishing their firearms as this can disrupt order in our communities. Mandato ng PNP na panatilihin ang kaayusan sa mga komunidad kaya naman mahigpit ang ating babala sa bagay na ito,” he said.
The Makati City Police clarified that the motorists involved in the collision have already reached an amicable settlement. However, the PNP stressed that the private agreement does not affect the separate proceedings on the firearm display.
According to Tuaño, the protection agent holds a valid License to Own and Possess Firearms and a protection agent license issued in 2024 and valid until 2029.
However, Tuaño clarified that the agent was not assigned to any protection detail or authorized to guard a specific individual during the incident.
The PNP stressed that he also has no active deployment authority from the Police Security and Protection Group (PSPG).
The agent faces possible charges including alarm and scandal while his firearm license may be revoked as part of ongoing proceedings.
