Nearly 80,000 teachers around the country have so far been promoted under the Expanded Career Progression (ECP) System, President Marcos said.
"Simula noong Agosto 2025 hanggang ngayon, halos walumpung libong teacher – 79,230 teachers at school head sa buong bansa ay na-promote na sa ilalim nitong ECP System (Since August 2025, 79,230 teachers at school head nationwide have been promoted under the ECP System)," Marcos said in his speech in Roxas City, Capiz on Monday, April 27.
Marcos and First Lady Liza Araneta-Marcos were in Capiz to witness the oath-taking of newly promoted teachers and school heads from Western Visayas during a ceremony at the Villareal Stadium in Roxas City.
Of the 79,230 promoted teachers and school heads, 8,500 are from Western Visayas.
Among them are 124 teachers nearing retirement, Marcos said.
In his remarks, the President said the effort to promote teachers is not yet finished, assuring them that promotions will continue.
He said the government still has pending promotions that are currently being processed.
"Hindi pa rin ‘to natatapos, gaya ng… Dahil po tinuloy – ipinangako ko sa inyo ito noong aking SONA, at kailangan natin ipatupad ang mga napakahalagang pangako na ating binigay sa inyo (This is still not finished, as… Because we continued it—I promised this to you during my SONA, and we must implement the very important commitments we made to you)," Marcos said.
"Kaya’t sinabi ko, hindi na tayo papayag na mayroong guro na magre-retire na Teacher I. Dahil hindi naman talaga tama yun (That is why I said we will no longer allow any teacher to retire as Teacher I, because that is simply not right)," he added.
Marcos further said that the government is also continuing to strengthen support for teachers.
In January, Department of Education (DepEd) Secretary Sonny Angara said the department aims to promote about 100,000 public school teachers.
Angara then said that the lack of career advancement has been a major reason why many public school teachers leave.
The ECP System provides a merit-based structure that allows teachers to advance in both salary and rank without leaving their teaching roles, addressing systemic bottlenecks that previously caused decades of career stagnation.
