GOCCs ordered to adopt energy-saving measures amid global supply shocks

GCG “directs all concerned departments, agencies, offices and instrumentalities, including GOCCs and government financial institutions (GFIs), to implement the necessary response measures to mitigate the ongoing crisis,” it said.
This directive, formalized through Memorandum Order No. 2026-06 issued last April 20, comes on the heels of the declaration of a state of national energy emergency throughout the Philippines.
As the central oversight body for GOCCs, GCG is exercising its power to coordinate operations and ensure all state-run entities align with national development policies and crisis programs.
Under the new order, all GOCCs and GFIs are mandated to implement “necessary response measures” consistent with their respective mandates to mitigate the fallout from the Middle Eastern conflict.
Despite the push for reduced consumption, GCG emphasized that these firms must ensure the “continuous, efficient and uninterrupted delivery of public services” to Filipinos.
To ensure accountability, GCG is requiring a comprehensive report from every GOCC under its coverage.
“All GOCCs are hereby directed to submit to the GCG a comprehensive report on their respective energy crisis response and/or interventions,” the memo read. These reports must detail all specific programs, initiatives, and actions taken to protect stakeholders from the energy crunch.
Further, state-run firms are required to provide quantifiable data on their progress, specifically a summary of results regarding “energy and fuel savings” achieved through their conservation efforts.
GCG Chairperson Marius P. Corpus has set a rigorous timeline for compliance, citing the “exigency of the circumstances.”
All GOCCs must submit their comprehensive reports via email to GCG within five working days of receiving the order.
This directive is part of a broader government strategy, which includes a Unified Package for Livelihoods, Industry, Food and Transport (UPLIFT), designed to stabilize the economy during the international energy crisis. - Derco Rosal
