Unlicensed guns seized in Valenzuela condo inspection; 2 guards nabbed

Two security personnel were arrested after authorities uncovered unlicensed firearms and multiple regulatory violations during a condominium inspection in Barangay Lingunan, Valenzuela City, on Wednesday, April 22.
The operation was conducted by the Regional Civil Security Unit–National Capital Region (RCSU-NCR) in coordination with the Valenzuela City Police Station (VCPS), as part of a post-to-post inspection of security personnel deployed at Chateau Valenzuela Condominium.
Authorities said five security guards were initially deployed under a security officer identified as alias “Cruz” from a security agency assigned in the area.
Inspection revealed violations, including the absence of License to Exercise Security Profession (LESP), Duty Detail Orders (DDO), and other required authorization documents.
Investigators also found that the security agency had no License to Own and Possess Firearms (LTOPF) and no firearm registration, resulting in the confiscation of two 9mm pistols loaded with ammunition.
Further verification showed that the agency was operating despite an expired License to Operate (LTO) and an existing cease-and-operate order. Several personnel also lacked complete compliance requirements.

During questioning, the suspects said they were hired through an individual identified as alias “Nep,” who allegedly introduced himself as the president of the homeowners’ association of Chateau Valenzuela Condominium.
Authorities said the confiscated firearms will be submitted to the Firearms and Explosives Office (FEO) for verification, while the Northern Police District Forensic Unit will conduct ballistic examinations.
Charges for violation of Republic Act 10591, or the Comprehensive Firearms and Ammunition Regulation Act, will be filed against the arrested suspects.
A separate complaint for violation of Republic Act 11917, or the Private Security Services Industry Act, will be filed against the registered owner of the security agency.
Valenzuela police said they will intensify inspections in residential and commercial areas to ensure strict compliance with firearms and security regulations and prevent unauthorized armed deployment.
