BACOLOD CITY – A 40-year-old man linked to a large-scale investment scam was gunned down in Barangay 2, Hinigaran, Negros Occidental on Tuesday, April 21.
Police Lt. Col. Jovil Sedel, Hinigaran police chief, identified the victim as Henjie Cuadra.
Sedel said Cuadra and Barangay 2 Kagawad Novem were having a drinking session in front of a store when an unidentified man approached the victim and shot him in the head.
Cuadra was declared dead in a hospital while Novem was wounded by a stray bullet and recuperating.
Recovered in the area were two spent 9mm cartridge cases and a deformed fired bullet.
Sedel said that Cuadra was the founder of RGS World Marketing Corp. He was arrested twice for syndicated estafa in Binalbagan, Negros Occidental in 2022 and Bago City, Negros Occidental in 2023.
However, these cases, according to Sedel, were dismissed due to the non-appearance of complainants.
They placed millions in the Bacolod-based investment firm that assured them of a big return in their money. They have yet to receive their payout.
The Securities and Exchange Commission (SEC) en banc has ordered RGS World Marketing Corp. to immediately cease and desist from engaging in the unlawful or unauthorized solicitation, offer and or sale of securities until it has filed the requisite registration statement and secured the necessary approval from the SEC.
