TACLOBAN CITY – To conserve energy amid the conflict in the Middle East, MacArthur, Leyte Mayor Rudin Babante issued an executive order adopting Presidential Order 110, declaring a national energy emergency and prescribing energy conservation measures within the municipality.

Executive Order 3 drew mixed reactions from residents and netizens, citing that the local government unit should also focus on the alleged environmental threat of black sand mining in MacArthur.

The order, signed on April 15, includes a "No Movement Sunday,” which encourages residents to limit unnecessary travel on Sundays to save fuel and promote walking or cycling for short-distance trips.

It also prohibits excessive use of decorative lighting, especially high-consumption light displays; limits the operation of lights and sound systems to essential activities, and encourages the use of energy-efficient lighting and minimizing generator use.

“All non-essential electrical equipment (sound systems, lights, and videoke) must be turned off by 10 p.m. Daytime activities are strongly encouraged to reduce electricity consumption,” the order said.

Basketball leagues and competitive tournaments are prohibited to avoid unnecessary expenses, prolonged use of lighting facilities at night, and large crowd gatherings.

All forms of vesper disco, street dancing with loud music, and nighttime dance parties are strictly also prohibited.

The mayor stated that these activities are major contributors to excessive energy use and public disturbance.

He also ordered a ban on all forms of cockfighting (tupada) during fiesta celebrations.

The mayor said that all fiesta-related activities must end by 10 p.m.

After 10 p.m., videoke, public gatherings, and any activities causing noise disturbance are strictly prohibited.

The order takes effect immediately and will remain in force for one year, concurrent with the National Energy Emergency declaration, unless revoked sooner.
