Senior Citizen Party-list Representative Rodolfo "Ompong" Ordanes has called on the government to effect serious changes in the system of financial aid distribution across the country.
The lawmaker made the call following the recent death of a motorcycle taxi rider, during a special “ayuda” payout at the Quezon City Memorial Circle last Saturday, where hundreds of motorcycle taxi and delivery riders lined up for a P5,000 cash relief.
“Our countrymen should not be suffering like this. Some are dying while waiting for aid. There is something wrong with the system if this is the result,” Ordanes said.
The solon noted that many beneficiaries are senior citizens and it is dangerous for them to wait in line for long periods under the scorching sun.
That is why, Ordanes said it is much better for the government to impose a 90-day suspension on the 12 percent value-added tax (VAT) on petroleum products or a lower VAT for a longer period of time.
If VAT on petroleum products is removed first, the lawmaker said more people would have benefitted and not just a few chosen people would find relief.
“Aid is selective and often slow. With VAT reduction or suspension, the aid is more direct and can be felt faster,” the lawmaker explained, adding that he has already conveyed his appeal and proposal to President Marcos.
If VAT is suspended or removed, Ordanes insisted that consumers can use whatever savings they have to buy basic necessities.
Following the rider’s death, the Department of Social Welfare and Development (DSWD) said it is now considering the use of digital payment systems, in order for riders to receive the financial assistance through their own e-wallet.
