Former Iloilo City mayor admits issuing order stopping DPWH drainage project

ILOILO CITY – Former Mayor Jerry Treñas, the father of incumbent Mayor Raisa Treñas here, has admitted issuing an order that resulted in the two-year delay of a drainage project by the Department of Public Works and Highways (DPWH) in this city.
Jerry confirmed the June 10, 2025 order in a statement on Thursday afternoon, April 16.
“During my time as mayor of Iloilo City, I issued a cease-and-desist order to the DPWH-Iloilo City District Engineering Office enjoining the said office from further implementing the ongoing construction of the drainage structure along Barangay East Timawa Molo/Barangay Taal in Molo (District),” said Jerry.
Jerry said these projects were not coordinated with the city government and lacked necessary permits.
His statement followed the video of Raisa complaining to DPWH Secretary Vince Dizon that the project was left hanging during his April 15 inspection. Raisa was heard using the word “iniwan” (left behind).
In the video posted by DPWH, Dizon said the two-year delay of the project was “terrible” and ordered the DPWH-6 and DPWH-Iloilo City to expedite the completion of the project that only has less than two percent accomplishment rate.
The P9.8-million project was one of the DPWH projects that Jerry allegedly ordered halted due to his political feud with Iloilo City Rep. Julienne “Jam-Jam” Baronda, a former ally.
Jerry publicly announced in the first quarter of 2024 that Raisa would replace Baronda who was eligible to run for a third consecutive term as congresswoman.
He declared DPWH-Iloilo City District Engineer Roy Pacanan persona non grata and stoppage orders were issued against projects under DPWH-Iloilo City facilitated by Baronda. These include a public market rehabilitation and several multi-purpose buildings. The Treñas camp was allegedly behind the removal of Pacanan who was replaced last January.
