Why did Madriaga turn against VP Duterte? It's all because of Harry Roque

Based on his sworn statements, Bureau of Jail Management and Penology (BJMP) detainee-turned-impeachment witness Ramil Madriaga was a passionate Duterte Diehard Supporter (DDS) who was willing to take risks for both former president Rodrigo Duterte and Vice President Sara Duterte.
So why is Madriaga now speaking against the Dutertes, specifically the Vice President in her own impeachment proceedings? Short answer: The Dutertes chose Harry Roque over him when the two of them had a conflict.
At least, that's how Madriaga felt, based on the 24-page supplementary affidavit that he read and submitted to the House Committee on Justice on Tuesday, April 14.
"I felt betrayed that despite all my efforts to support Sara - to the extent of even committing high-risk acts for her and her family, she did not lift a finger to stop Atty. Roque, who is her known ally and supporter, from filing the unfounded kidnapping case against me," Madriaga told the committee during its hearing for the determination of probable cause in the Vice President’s impeachment case.
The kidnapping case is the reason why Madriaga is behind bars.
It was back in 2021 when Madriaga--then an organizer of the Inday Sara Duterte Is My President (ISIP) movement--claimed that he encountered a group of farmers in Bataan "who were asking for assistance because of land grabbing incidents in their area".
"I tried assisting them and I discovered that the entity behind the land grabbing is First Bataan Mariveles Holdings Corporation. More than a year later, I informed Sara about this concern and she told me to bring the group to one of her residences in Metro Manila located at Serendra, Bonifacic Global City, Taguig City," he told the panel.
"I asked the group of farmers to wait outside of Serendra as I went to talk to Sara. When I mentioned to Sara that First Bataan Mariveles Holdings Corporation is the one involved in the land grabbing incidents, she told me that she cannot do anything and that she will no longer meet with the group of farmers," the witness recounted.
According to Madriaga, the kidnapping rap was filed by Roque "in retaliation" for blowing the lid off the Bataan lang-grabbing.
"Frankly, I felt bad and disappointed given that Atty. Harry Roque filed the case against me in retaliation after I tried to expose his land-grabbing activities in Mariveles, Bataan, together with his Philippine Offshore Gaming Operators (POGO) partners," said the witness, who broke down in tears several times as he read his affidavit.
"As I previously mentioned, I was merely trying to assist the farmers of the said area who were supposed to be awarded their Certificate of Land Ownership Award by the Department of Agrarian Reform but fell victim to Atty. Roque's activities," he said.
Madriaga alleged that Roque and his POGO partners "wanted to convert the said place into a POGO Hub after he facilitated the transfer of at least 60 land titles to First Bataan Mariveles Holdings Corporation".
"In fact, Danny Corral, President and Chief Executive Officer of First Bataan Mariveles Holdings Corporation is also an incorporator of Lucky South 99 Outsourcing, Inc. and Lucky South 99 Corp. which were involved in POGO operations in Pampanga," he added.
Roque--who served as spokesperson of ex-president Duterte--fled the country in September 2024 amid the House quad-committee's (quad-comm) intensifying investigation on him and his alleged connections to POGO.
POGOs--which proliferated during the previous Duterte administration--were linked to a wide array of heinous crimes in the country, from money laundering, espionage, cyber hacking, and wiretapping, to violent acts such as murder, kidnapping for ransom, rape, prostitution, and even torture.
